United Nations World Food Programme – Philippines VACANCY ANNOUNCEMENT VA Number: VA 01/2014 Application Deadline: 7 February 2014 at 5:00 PM The World Food Programme (WFP), the Food Aid Organization of the United Nations, is seeking applications from Philippine nationals to fill the following position: Position Title: Senior Programme Assistant (Institutional Partnership Specialist for DPR) Number of position: One (1) Contract Type: Service Contract Grade: Equivalent to SC7 Duty Station: Manila Duration: Six (6) months (with possibility of extension) Supervision Received: Under the overall guidance of the DPR Coordinator and direct supervision of the National Programme Officer. Accountabilities: Senior Programme Assistant (Institutional Partnership Specialist) will be responsible for the following duties: Build, nurture, and maintain the programme’s partnerships with NGO/CSOs, academic institutions, the private sector, and other entities as part of the overall DPR/CCA strategy in three (03) provinces in the existing areas (Batangas, Benguet, Cagayan, Compostela Valley, Davao Oriental, Iloilo, Laguna, Misamis Oriental and Sorsogon); Support local partners in the development of innovative, needs based, locally appropriate, and cost-efficient disaster preparedness and mitigation activities; Strengthen the capacities of local partners to develop appropriate and comprehensive proposals, implement effective DPR activities, efficiently and responsibly manage financial resources, and regularly report progress and achievements; Promote knowledge sharing and education for disaster preparedness and response/ climate change adaptation among various stakeholders, with the aim of benefiting LGUs; Assist in research, coordination, planning, and strategy support to programme management, as appropriate; Provide support to financial and administrative management and monitoring and evaluation of partnerships; Ensure the efficient delivery of projects by the programme partners via periodic travels to the project sites and review of reporting requirements and submitted outputs; Any other tasks as may be required. Minimum Qualifications: Education: Secondary school education, preferably supplemented by courses in human resources, public administration, transport, development economics or other related field. Experience: At least five years of progressively responsible experience, of which at least one year was closely related to programme functions. At least one year at the G5 level or equivalent. Knowledge: Training and/or experience utilizing computers including word processing, spreadsheet and other software packages. Language: Ability to communicate (written and oral) fluently in English. Must be able to communicate in Filipino, and any other Philippine local languages Desirable Qualifications: Master’s degree in Social Science, Political Science, International Relations or related field. At least 5-7 years of progressively responsible professional experience in development issues in the Philippines, particularly in community-based disaster risk reduction field. Previous experience with NGOs or UN agencies in the country is essential, with demonstrated ability in partnership building.
