Universities Get November Deadline …Won’t Tamper with Autonomy- FG The Federal Government has directed all Federal Universities to enrol in the Integrated Personnel Payroll Information System (IPPIS), by November, this year, or risk stoppage of salaries. The Accountant-General of the Federation, Mr. Jonah Otunla, stated that ‘‘President Goodluck Jonathan, in October last year, directed that by November 30, all machineries be put in motion to make sure that the education sector the polytechnics and universities are brought on board the IPPIS. ‘‘ The AGF disclosed this in Port Harcourt, during the sensitisation workshop on IPPIS for management staff of federal universities in the South South Zone. He assured the academic community that the planned implementation of the IPPIS in Nigerian universities would not, in any way, infringe on their autonomy. Similarly, at a sensitisation programme for management staff of the South-East universities, the AGF, who was represented by his Director of Finance and Coordinator, IPPIS, said that the introduction of IPPIS would not only facilitate budgeting and planning processes, but also ensure data integrity and storage as well as enhance the updating of staff information and convenient staff remuneration. “Government wants to know the number of staff, so as to know how to plan for them’’, he said. Given the peculiar working environment of the academia, the Accountant-General said that the current payroll solution for universities might have to be amended to accommodate such peculiarities. He noted that the sensitisation workshop had become crucial, to entertain the concerns of staff in tertiary institutions, who, he said, feared that their autonomy might be eroded by the introduction of IPPIS. Mr. Jonah, who disclosed that about 212,750 employees of government were currently on the IPPIS platform, said that government had initiated moves to bring on board the remaining 22 agencies of government, which had not yet joined the scheme. He said that the workshop was a fallout of the earlier meeting of the Office of the AGF with the management of Nigerian universities, noting that there were still gaps that needed to be bridged. “It is in this regard that we decided that it is appropriate for us to meet the management of all federal universities, with a view to take on board their requirements’’, the AGF stated.
