University of Caloocan City Tulip St., Area C, Camarin Caloocan City SUPREME STUDENT COUNCIL proudly presents We Advocate Time Consciousness and Honesty (W.A.T.C.H.) Advocacy I. Noteworthy Facts We Advocate Time Consciousness and Honesty (W.A.T.C.H.) is a joint Values advocacy movement of the JCI Senate Philippines, Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Office of the President for Education and Education Related Organizations of the Philippine Association of Colleges and Universities (PACU), PRISAA which maintain objective to inculcate to the Filipino youth the value of Punctuality and Honesty in the development and productivity of our Nation. The movement was officially launched last January 11, 2008 at the Ramon Magsaysay High School in Quezon City, which is also the Pilot school led by 2008 JCI Senate National President Carlos Co, PACU President Gonzalo Duque, DepEd Secretary Jesli Lapus and Mayor Sonny Belmonte and 2007-2008 HP – W.A.T.C.H. Chairman JCI Sen. Cesar Ochoa. By mandate, JCI Senate Chapters Nationwide together with JCI Philippines conduct free half-day and one-day WORKSHOPS for students and teachers as part of their Memorandum of Agreement with the DepEd, CHED and TESDA. 2009 W.A.T.C.H. National Chairman JCI Sen. Maria Agnes ” Aggie” Angeles led the First WATCH Summit in Baguio from May 20-24, 2009. On May 21, 2009 on occassion of the First W.A.T.C.H. Summit at Teachers’ Camp Baguio City, President Gloria Macapagal Arroyo, signed Presidential Proclamation 1782 declaring every month of June as a W.A.T.C.H Month and that for all schools, universities, colleges and department of local government offices and municipalities to conduct activities related to W.A.T.C.H. among their students, teachers, civil servants and constituents. For 2010 JCI Senate Philippines Administration is led by JCISP National President Bernard “Bunny” Ong (Zamboanga Senate), and WATCH Director In Charge, Natl Sec. Gen. Felipe Briones. 2010 W.A.T.C.H. National Chairman is JCI Leah Desamito Santiago who led the First Anniversary W.A.T.C.H School Awards last June 10, 2010 at the Bayview Hotel Roxas Blvd. Manila. Consequently, the Search for the 2010-2011 Search for W.A.T.C.H Schools was announced. I. Rationale Advocacy for time consciousness and honesty are a significant campaign for core development of individuals specifically to our University. If everyone is punctual and honest there will be a concomitant valuing for self-respect and for respecting others’ time. These values cannot be taught but they can be caught by simply modeling the practice and making it a habit. Awareness of the benefits we can derive from being a WATCH implementer is basically the end goal in establishing a WATCH University. II. Vision It is envisioned that through this advocacy, the University will become the “premiere tertiary education institution that practices punctuality and honesty that identifies and develops potential leaders of the community who will serve and lead with positive work, time consciousness and social values and genuine service for the people in the community.” III. Objectives To know and understand the value of punctuality in the context of the development of a better Filipino character; To cherish and value punctuality as an integral part of a true Filipino; and To stimulate self-discipline and time consciousness not only to the students but to the whole community of the University. To value the importance of time in relation with the recently implemented Philippine Standard Time.
