Upon responding to a call a police is confronted with caller accusing A of property damage. Instead of taking A to the police headquaerters for further investigation and getting a complete report, the police takes B who claims responsibility for the wrongdoing. As far as i know American, French, Dutch and British jurisprudence calls for the suspect to be detained,- the one responsible for commiting the crime,- even if at the point of apprehension or during the investigation process no admission is obtained. Although the law leaves space for a manhunt for A to be issued after, it is bad tactical and administrative procedure and inefficient as well as time-consuming. The defendant may later escape justice for various reasons originating from the oversight. Likewise, knowingly and consciously filling-in affidavit of support for immigrants using various bogus personal names or business names without knowledge or prior approval is fraudulent and illegal misrepresentation. Whether it is done by a government-clerk or an attorney or any administrative services on the island. In most cases internal affairs must use tactics involving controlled-situation such as instances when the callers are actually undercover-police agents. The police-respondent are then judge for timeliness, profesionalism, and actually being on the scene. But even this type of tactics involving ruse, intelligence and games of wit and brinkmanship must be supervised. The undercover-agents will try to net rings rather than individuals, and uncover strategic problems rather than that before them. Internal-affairs are known to ask the respondent officers if they can be allowed to walk free at that moment before being led back to the headquarters,- because they know the chief, or such and such supervisor or inspector, thereby gathering much intelligence on coruption, wrongdoings and illegalities by other officers. Another tactic is testing if judicial employees neglect responsibility to report, can discern and analyze information gathered in the course of the day or work, or rather say that the dont believe what they heard. Human resource and modern management practice should incorporate the rule for ministers which calls for non-appointment of staffs which they cannot verbally or psychologicaly order, since the ministers themselves are ultimately responsible for the action of the staffs.
