Upper Hutt Ethnic Football Tournament 7 September – 5 October 2013 Tournament Rules All games will be played under the normal FIFA Laws of the Game, with two exceptions. These are: rolling subs will be allowed and the referee will have the discretion, with the co-operation and agreement of the captain and coach of a team, to ask that a player be subbed-off for a cooling-off period if necessary. A Master Registration card is required to be filled by each team with the names of all 18players who will participate in the entire tournament. This will have to be handed over to the administrator on Saturday 7th September, before the commencement of the tournament games. Team cards will also be provided; these are to be filled in clearly by each team and handed over to the referees in charge before start of each game. Referees will return card to team captains after conclusion of each game. Please do not forget to fill the names of goal scorers in each game and also your choice of the best referee on Sat and Sun. Any Red card incident will be reported directly by the referee to the administrator at the conclusion of that particular game. 11 a side with rolling subs (maximum 20 Players per team; including a manager and coach). A maximum of 5 subs name on the team card are allowed per game; up to and including the quarter finals. Please wait till game has stopped and match referee informed and enter from the half way line. No rolling subs will be allowed in the semi-finals and final. In the event of a colour clash with strips, the second named team shall use their second strip. The tournament organisers will provide a match ball to each team, which there are to use for the duration of the tournament. This is to be a size five (5) and approved by the referee before the game. All Pool and quarter final games will be 30 minutes each way with 5 minutes for half time. Pool games: 3 points win, 1 point draw and 0 point loss (per game). Pool winner and 2nd placed will progress to Cup quarter finals. Pool 3rd and 4th placed teams will qualify for the plate. Quarter final places for the Cup will be decided initially on points, then goal difference and then goals forward. If teams are level after this, then it will be decided on score when teams played against each other. If still level, then a coin will be tossed. Semi-finals and finals games will be 45 minutes each way with 5 minutes for half time, (2 x 7 mins extra time, and then penalty shootout if required). No Golden Goal. Kick off times and fixtures may be altered at the discretion of the organisers. Referees will apply the normal sanctions for fouls and other misconduct offences as outlined in the laws of the game. This will include the use of cautions (yellow card) and sending off (red card). The referee will have the discretion, with the co-operation and agreement of the captain and coach of a team, to ask that a player be subbed-off for a cooling-off period if necessary. Consequences of Misconduct With a straight RED card for Violent Conduct, e.g. punching or fighting; a player will be sent off from the game and will be ineligible to continue in the tournament and will be fined $50. A panel of judicial committee will determine the severity of punishments which involves Red cards. If a player receives a red card for other reasons than above, then they will not be allowed to play in the next game and will be fined $50. If a player receives 2 yellow cards in a game they will fined $30 and will not be able to play in the next game. A player receiving yellow cards in two consecutive games must stand down for the following game. PLAYING AND COACHING STAFF CODE OF CONDUCT The Upper Hutt Ethnic Tournament 2013 has a zero tolerance policy in relation to ill-discipline of all players participating in this tournament. Zero tolerance, in relation to player ill-discipline, means that players act within the spirit of the game and accept that the following guidelines are for the benefit of, not only creating a better environment for personal development, but also presenting the game in a manner that will encourage others to participate. Player Self Discipline Guidelines Know and play by the laws of the game. Control your temper – verbal and physical abuse of any other players, officials, and the general public will not be tolerated. Treat all players as you would like to be treated, do not bully or take unfair advantage of another player. Accept any decisions made by match officials and respect the role that they play. Co-operate with your coaches, support staff and team mates at all times. Be a good sportsman before and after games, no matter the result, by shaking your opponent’s hand. Play fairly and without danger to opponents. Similarly, Coaches should observe the following code: Encourage good sportsmanship at all times. Encourage a good standard of dress, including the coach. Give constructive coaching at all times. Encourage and applaud good endeavour and play from both sides. Never abuse, strike or attempt to strike your players. Never use or allow the use of foul or abusive language. Never use or condone unsporting or violent conduct towards an opponent, a colleague, the referee, a linesman or other persons. Never encourage foul or dangerous play at any time. If a match official feels that they are being subjected to unwarranted criticism they will be instructed to abandon the match at their discretion. We as the organisers reserve the right to suspend or expel any team, official, player or spectator we consider is bringing the festival and Football Association into disrepute. Coaches are responsible for the conduct of all players, parents and supporters associated with the team. Disciplinary Committee This committee will be convened for serious matters over and above what is noted above in the section on consequences of receiving yellow and red card. It will be made up of 3 members; one person from Capital Football Referees, one from the Tournament Organisers and one from the Multi-Cultural Council. Team Captains, Managers and Referees meeting Two meetings will take place. One will be before the start of the Tournament and a review meeting at the end. The dates, times and venues will be advised. 2 Reps from each team are required and is mandatory. Referee Respect Referees are a very important part in the global game of football and we are committed to take a zero tolerance approach to referee abuse.
