Urgent Call to the UN Security Council and World Leaders Re: Camp Liberty Iraq - Urgent Appeal & Call to the UN Security Council and World Leaders! Urgent call from the International Blue Cross and Blue Crescent on the international community to intervene and help the 3000 refugees living in appalling conditions at Camp Liberty in Baghdad. Iraq’s Prime Minister, Maliki not only vowed to make all the minorities suffer in Iraq, but also thrust such dangerous and ill-threatening methods of atrocities over the residents of Camp Liberty that they should not be able ultimately to escape their death. According to reports and documents obtained from inside Iran, Iraqi forces in Camp Liberty has been given instructions to intensify the pressure and blockade on the residents, cancel or minimize their commuting outside of the camp as much as possible, and make arrangements for the residents to feel unsafe. Under the framework of these orders, forces under Maliki’s command, have during the past few weeks systematically escalated the inhumane medical siege, prevented the delivery of fuel and other basic necessities for the residents, along with other repressive measures. 1. On Monday, August 18th some of the Camp residents had previously arranged medical appointments in Baghdad. One of them is suffering from advanced cancer and must be placed under chemotherapy. On Sunday night, August 17th agents – led by Major Ahmed Khozeir, one of the main elements behind numerous massacres in Ashraf – informed the residents that only one of six patients can go to Baghdad. But the next morning they blocked the transfer of even that one patient. 2. On Tuesday, August 19th arranged medical appointments were prohibited. One of the residents had an appointment to undergo urgent surgery. 3. It has been 8 days that Iraqi forces have prevented the delivery of fuel into Camp Liberty. The lack of fuel has led to power generators being turned off, while they are the only source of electricity and all vital necessities of the camp such as pumping water into the camp, purifying water, the kitchen and reefer units, basic medical services, which all depend on electricity from these power generators. 4. Iraqi forces have in recent days prevented the entrance of septic trucks, which from the very beginning, were rented by the residents at their own expense, to deplete the black water tanks. This is especially causing contamination around the camp and the spread of infectious illnesses during the summer heat. 5. These forces have also been preventing the delivery of cleaner substances needed to purify water, leaving the residents facing hygiene crises. 6. On August 18th martyrs who lost their lives in the last missile attack against Liberty on 26 December 2013 had to be buried. However, continuing their inhumane measures, Maliki’s forces did not allow the family members and friends of these martyrs to take part in the burial ceremony. 7. In contrary to the previous agreements signed under the supervision of UNAMI and US Embassy, Iraqi forces have blocked access to the residents’ own forklifts, forcing them to lift heavy loads with their bare hands. Camp Liberty residents and their representatives and lawyers, along with parliamentary groups and human rights groups, have time and again protested to these suppressive measures and demanded the intervention of the UN, US, EU and other relevant sides. Unfortunately the UN reports on Iraq did not mention these suppressive measures, at all. The International Blue Cross and Blue Crescent urge the UN, US, EU and human rights monitors intervene and assist the refugees at Camp Liberty whose lives are in extreme danger with the blockades of fundamental and basic human needs.
