Uruguay Focus: electronic single window for foreign trade, plants and plant products, registration with the Ministry of Livestock, Agriculture and Fishery, wine, reformed Generalised System of Preferences. The import documentation for Uruguay has been reviewed and adapted accordingly. The following changes have been made: Electronic Single Window As of 6 December 2013, Uruguay makes use of a new electronic single window for foreign trade (Ventanilla Única de Comercio Exterior - VUCE), which is intended to facilitate foreign trade operations. The single window will be implemented gradually and allows, at the moment, for the electronic processing of the importation of fish products. In order to get access to VUCE, importers are to apply for a registration with the system. Further details of the application procedure may be found in the document entitled Registration with VUCE, which has been newly incorporated into this import report. Moreover, the sections on Customs Procedures and Regulations and Registration have been updated accordingly. Plants and Plant Products In the context of modernising its administration processes, the General Directorate for Agricultural Services (DGSA - Dirección General de Servicios Agrícolas) under the Ministry of Livestock, Agriculture and Fishery initiated the implementation of an electronic system for certain procedures, e.g. the application for an Import Certificate for Plant Products. As the certificate, from now on, may only be applied for via the electronic system, this document has been modified accordingly. In order to obtain access to the system, a prior registration is required. Please refer to said document for further details. Registration with the Ministry of Livestock, Agriculture and Fishery Importers intending to enter into Uruguay agricultural products such as animal feed, fertilisers and plant products must be registered with the Ministry of Livestock, Agriculture and Fishery (MGAP). The application form displayed in the document Importers Registration with the Ministry of Livestock, Agriculture and Fishery has been exchanged for its current version. Please refer to the mentioned document for further details. Wine Among the requirements for the importation of wine into Uruguay is the registration of the importer with the National Wine Institute. As the Institute has provided for a new application form, the form contained in the document Registration of Wine Importers has been exchanged.
