INSTRUMENT ENGINEER, (5). ANALYZER SPECIALIST JOB DESCRIPTION: ATTACHED OR BELOW MENTION JOB TITLE : INSTRUMENTATION SPECIALIST DIVISION: TECHNICAL/MAINTENANCE 1. BASIC FUNCTION AND SCOPE: Provides technical back up to assigned Maintenance Section and the Operations Department in the day to day maintenance of Instrumentation equipment relating to temperature, pressure, flow and instruments and all types of control and on-off valves. Carries out special duties and investigations related to persistent, unusual or critical problems. Modifies SMP’s gets necessary approvals, 2. TASKS AND DUTIES: i. He should be conversant with all overview in general and be familiar with specific responsibilities related to the position and ensure full compliance Systems, Practices and Procedures. ii. Learns all safety policies and rules and understands all safety regulations as well as the information contained in Safety Standards Procedures. iii. Prepares his annual SHE plan and follows it throughout the year to complete all SHE activities. iv. Perform a personal behavior audit according to the schedule defined by organization. Attends the monthly safety meetings and taking corrective action on items assigned. v. Conduct regular tour in the area to check the area safety, housekeeping and all area work activities are performed safely. i. Maintains statistical process control (or similar methods) monitoring of all major Maintenance equipment and makes recommendations for proper maintenance and operation. ii. Ensure the quality of the maintenance activities carried out prior to any system handover to operations as requested. iii. Ensure that the Maintenance Quality critical procedures are used. Modifies such procedures as necessary. iv. Ensures compliance to the Quality Policy and ISO-9002 & ISO 14001 procedures. Carries out ISO-9002 internal audits, as assigned, and develops plans for “Corrective Action Reports”. Follow up on completion of corrective actions. c) PRODUCTION AND COST: THE MAJOR JOBS OF INSTRUMENTATION SPECIALIST ARE: i.Ensure all Instrumentation equipment tags are in SAP system. ii. Develops necessary Preventive Maintenance (PM) and routine maintenance checklist/procedures. iii. Review PM records and verifies quality of PM data entry. iv. Ensures Instrumentation equipment inspection /preventive maintenance findings are entered into SAP system. v. Identify Bad actors and prepare report with action plan for rectification. vi. Send reports to Instrument Engineer and Supervisor on the effectiveness of the Instrumentation issues. vii. Be part of the DCR / project PSSR team, as assigned. viii. Review applicable maintenance contracts, if any. ix. Review test certificate for acceptability of Instrumentation equipment and request for additional tests, as required. x. Receive notices of updates of applicable codes & standards from Engineering. xv. Prepare the post qualification material & methods. 8. MINIMUM REQUIREMENTS: a. Completion of Secondary (Technical or Sciences) education (12 years), plus 2 years formal full time training, leading to a technical diploma. b. 4 years of practical experience in Instrumentation/Analyzer maintenance work, including troubleshooting, emergency repair, preventative maintenance and overhaul in a major industrial plant. c. Very good knowledge of English. JOB TITLE:MAINTENANCE TRAINER DIVISION: TECHNICAL/MAINTENANCE 1. BASIC FUNCTION AND SCOPE: Acts as a focal point for training all area related Maintenance personnel from all disciplines in general and all discipline technicians in particular. Implements post qualification certification of all Maintenance technicians by evaluating and implementing activities by training each technician. Acts as a member of the area SMP committee. Leads and schedules the internal post qualification certification program. Maintains area specific training road map and detail course contents with questionnaire & ensures it matches with TTG. 2. TASKS AND DUTIES: o Be conversant with all overview in general and be familiar with specific responsibilities related to the position and ensure full compliance to Systems, Practices and Procedures. o It is important that the Maintenance Training Coordinator learns all safety policies and rules and understands all safety regulations as well as the information contained in Safety Standards Procedures. o Prepares his annual SHE plan and follows it throughout the year to complete all SHE activities. o Perform a personal behaviour audit according the schedule defined by organization. o Ensure all assigned training personnel to him are equipped with right procedures & training material to perform their task safely. o Attends the monthly safety meetings, taking corrective action on items assigned to him. o Participate in Accident/Incident investigation committees as required and recommend corrective action. § Ensures good quality of procedures and post qualification questions database. § Ensure SMP on the LAN is current and accurate and steward the closure of SMP training and PQ training. § Ensure good quality of all area related database in TTG. Responsible for the development, delivery and evaluation of all Maintenance departmental training needs. § Liaise with the Learning & People Development Function. § Ensure that the department /area SHE training requirements are met completely. § Participates in Area advisory committees and coordinates PCRs with area specialists, area supervisors and manage training changes within the specified area. 3. MINIMUM REQUIREMENTS: a. Technical College and sound knowledge with 5 year experience of maintenance in Petrochemical Industries. Knowledge in safety practices, standards and regulations. b. 4 years Teaching experience and expertise in training curriculum development. Strong communication, presentation, and classroom management skills combined with the ability to establish and maintain effective work relationships are required. c. Good knowledge and fluency of English. JOB TITLE : ANALYZER ENGINEER DIVISION : TECHNICAL/MAINTENANCE 1. BASIC FUNCTION AND SCOPE: Provide technical guidance in his field and support to plant operations in resolving problems to meet plant production schedules and product quality standards. Monitors quality out of his unit, identifying problems and implementing improvements. 2. TASKS AND DUTIES: i. Attends scheduled regular operations meeting for his area. Include obtaining past data on production, problems encountered, reviewing production activities, discussing performance, what improvements could have been made, reviewing computer data sheets and evaluating various operational and mechanical parameters, and providing advice to Technical and Maintenance on such matters as how to improve equipments/instrumentation reliability and performance. ii. Provides technical information, services and advice to Technical Department personnel during and outside normal working hours. Includes such matters as action resulting from power failure or shutdown, preparing procedures for start-up, providing start-up coverage to ensure smooth start-up and actions required to restore plant running to correct target production. iii. In case of new equipment or new electrical raw materials or change of spec, the role of Analyzer Engineer is to visually see the equipment and reviews spec with existing latest standards and approves for use. iv. Carries Design Change Requests (DCR) for his area as required. Includes following up from the conception of the design change to implementation. Includes preparing preliminary sketch, evaluating the benefit of the design change, calculating discounted cash flow, obtaining the approval of the Safety Committee (SOC) if needed, reviewing and approving flow diagrams, and finally inspecting the installation. v. Carries out ongoing reviews and standard operating procedures. Includes ensuring that each design change is reflected in the standards operating procedures. vi. Liaises with order and plants in the network. Includes obtaining information on other plants’ experience in resolving technical problems of providing similar information to them. Utilizes all means of communication such as email, fax, telephone, etc. to exchange information. vii. Provides training to Technical & Maintenance Supervisors and Technicians at any non-routine events, e.g., new device to be introduced to plant, etc. viii. Represents Analyzer Engineering as a member of a networks and subcommittees. Prepares good quality of presentations to share experience with others. ix. Performs other similar or related duties such as providing plant weekend coverage on a rotating basis and at holiday times to ensure that plant runs smoothly, handling operational emergencies, etc. x. Participates on Department’s and Division’s general activities such as Staff Meetings, TQM activities, annual communication meeting, etc. xi. Familiarize himself with OIMP programs. He should be conversant with all overview in general and be familiar with specific responsibilities related to the position and ensure full compliance to Systems, Practices and Procedures. vii. Learns all safety policies and rules and understands all safety regulations as well as the information contained in Safety Standards Procedures. viii. Be fully familiar with HAZOP process. xii. He is the area SMP sub-committee coordinator or member. As assigned, develop or assist in developing SMP’s and ensure that all procedures are up-to-date. xiii. Review all deviation procedure. xiv. Fully familiar with SHE critical device list. xv. Stay informed on status of defeated SHE Critical Devices. xvi. Participate in Accident / Incident Investigation Committees as required and recommend corrective action. xvii. Participate in conducting PSSR, as assigned. xviii. Serve as elements administrator as assigned v. Be part of the DCR / project PSSR team, as assigned. xv. Review applicable maintenance contracts, if any. xvi. Review test certificate for acceptability of Analyzer equipment and request for additional tests, as required. xvii. Receive notices of updates of applicable codes & standards from Engineering. xviii. Prepare the post qualification material & methods. i. Has complete understanding of post qualification process. Review and discuss all Maintenance procedures with all Maintenance personnel to ensure correct understanding. ii. Develop training material & questionnaire for SMP and Post Qualification training, and changes to Maintenance Post Qualification manual. iii. Work closely with the training coordinator and provide on the job training and spend enough time to train assigned personnel ensuring effectiveness. iv. Hold regular discussions with the team members to improve their overall skills. Identify deficiencies and arrange refresher training through the Maintenance Training Coordinator. v. Present selected sections of training courses as per training schedule. 8. MINIMUM REQUIREMENTS: d.
