VACANCY ANNOUNCEMENT Background: Action Africa Help- International (AAH-I) is an international none governmental organization involved in health service delivery in S.Sudan, Kenya, Uganda and Zambia among other programs supporting up-to 90 health facilities inclusive of Maridi county hospital & Maridi Nurses Training School. In S.Sudan, AAH-I is authorized by USAID-ISDP & EED-BftW to support primary and secondary health care in Central Equatorial & Western Equatoria States. In S.Sudan, AAH-I is implementing an Integrated Service Delivery Project (ISDP) in the counties of Ibba, Mundri West, Maridi, Yei and Morobo. Designation: Project Manager- ISDP Maridi County (S.Sudanese National) Reporting to: ISDP Health Projects Coordinator- AAH, S.Sudan Staff responsible for: Other ISDP staff under direct supervision Counterpart to: County Medical Officer (CMO) and State Ministry of Health Job Summary: Works as a team member to provide leadership and technical guidance to program staff to ensure full implementation of the joint ISDP Work Plan; oversee monitoring & evaluation of programme activities; ensure implementation focus at health facility and community level is sustained and further strengthened; ensure cordial and trustful relations with CHD are maintained; support and facilitate monthly county coordination meetings; ensures prudent management of resources (Financial, Materials and HR) to achieve the desired targets, participate in Sate coordination meetings and ensure timely program reporting. Responsibilities: 1) Project Implementation: Ensure ISDP joint annual work plans are effectively implemented in close collaboration with the CHD. Ensure the agreed reporting deadlines are fully complied with. 2) Financial Management Has an oversight responsibility to ensure appropriate management of programme budget and full compliance with donor contractual requirements and AAH-I policies and procedures. 3) Representation Represents AAH-I with local authorities and in health coordination forums (meetings) at both county and State level, and assists in the management of both internal and external communications at county level Specific roles/duties: • Ensure that the ISDP remains within the remit of its initial design, budget and purpose and fully complies with donor contractual requirements • Oversee operational budget implementation and ensure full compliance within budgetary allocations • Ensure management systems in support of project implementation are adequately functional. • Facilitate the M & E system (DHIS) in support of project implementation and ensure adequate functionality • Ensure there is a regular documented meetings for all key stakeholders to discuss work plans, and assess performance based on agreed upon benchmarks – including county coordination meetings and Project Management Teams. • Ensure management reports and donor progress reports (both monthly statistical & narrative as well as quarterly progress reports) are prepared and submitted on time • Ensure that appropriate plans are in place for dealing with emergencies, and provide leadership to staff in handling emergencies • Identify bottlenecks to project implementation and take appropriate remedial action • Representation of AAH-I in official forums at county level • Participation in AAH-I internal management meetings and other coordination fora both within and without as required. • Any other relevant duties that may be assigned by the immediate supervisor from time-to-time. Expected Results: 1. Monthly activity schedules and quarterly work plans are developed regularly updated and adequately implemented in line with the Joint county Work Plan. 2. Agreed AAH institutional policies, systems and procedures are followed at project level 3. Create a shared vision, among all staff, on program objectives and their respective roles in achieving program targets facilitated 4. Support and guidance to staff under his/ her direct supervision is provided to facilitate adequate project implementation and achievement of the desired targets 5. Overall coordination, networking and strategic partnerships to program implementation established and made functional 6. Oversight responsibility for finance management and systems compliance to AAH-I guidelines, donor requirements and locally applicable laws and procedures. 7. Program monitoring and evaluation (based on agreed indicators) regularly carried out, and timely reporting to important stakeholders ensured. 8. Appropriate program documentation and reporting systems further developed and imple-mented. 9. Mutual and trustful relations with CHD and other key stakeholders including the community established and sustained. 10. Support to CHD to investigate any reported disease outbreaks provided (including regular morbidity surveillance reporting based on MOH tools Key Performance Indicators (KPI’s) (i) Timely Reporting 100% Reports (both management and donor) submitted on time. Over 80% Implementation rate of the Joint Work Plan in accordance with the setout time frames. ii) Numbers: Number of county coordination meetings facilitated and State coordination meetings attended Over 85% project performance rate (in terms of achievement of indicators/ targets) Minimum qualifications/ requirements: Bachelor’s degree of medicine and surgery or public health or related discipline but with relevant experience. A relevant post graduate will be a plus Professional registration of practice in S.Sudan. Ability to prepare meaningful reports. Experience: At least 3 years work experience in similar project management field, preferably with international donor-funded projects Proven track record of successfully implementing health projects for national and international NGOs Satisfactory experience in project coordination and management Satisfactory experience in working with partners like central and local governments, communities, donors, medical institutions and other authorities Experience in working in insecure complex emergency and remote settings Experience in project accounting and managing of donor funds (USAID, EU etc.) Experience in doing health related baseline assessments and satisfactory participation in proposal writing Working experience in South Sudan is desirable Skills and competences: Strong project cycle management skills Fully computer literate with ability to use different software. Strong analytical skills with good attention to detail. Team oriented with ability to provide coaching, mentoring, with sense of delegation and commitment to local capacity building. Cultural sensitivity and team competence. Fluency in English required, ability to communicate in applicable local languages a plus Commitment to and understanding of AAH’s values.
