VACANCY ANNOUNCEMENT DIRECTOR, HUMAN RESOURCES SCIENCE AND TECHNOLOGY (HRST) (D1) The African Union, established as a unique Pan African continental body, is charged with spearheading Africas rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital of Ethiopia. In seeking to achieve the objective, the African Union intends to strengthen its capacity to deliver by, among others, the filling of vacant posts of Director, Human Resources Science and Technology. The Commission of the African Union invites applicants who are citizens of Member States for a position in the Department of Human Resources, Science and Technology which is in charge of education, science, technology, innovation and youth. . 1. POST: Job Title: Director Grade: D1 Supervisor: Commissioner for Human Resource, Science and Technology. Duty Station: Ethiopia, Addis Ababa 2. MAIN DUTIES AND RESPONSIBILITIES: The Director has the following Key Performance areas: I. Administration of the Department. This entails budgeting, performance assessment of staff, quality assurance of the work of heads of division and coordinators of specialized institutions including AOSTI, CIEFFA, IPED, Pan African University and STRC; in-house training/induction of new staff, production of required documents and reports. II. Oversight responsibility in the conceptualization, development and strategic planning of programmes in the mentioned key areas, in conformity with the vision of the African union as embodied in Africa Vision 2063 and other collective AU priorities. III. Oversight responsibility and quality assurance in the production of documents and execution of AU statutory Ministerial meetings (Specialized Technical Committees responsible for Education, Science and Technology, and Youth;) Executive Council, Summit of Heads of State and Government and other meetings called by Cabinet; IV. Oversight responsibility for liaison with Member States and Regional Economic Communities to monitor implementation of continental strategies, information sharing and provision of technical support as needed. V. Oversight responsibility for the development of Business Plans of the Department. Monitoring of the implementation of plans of action of the different programmes, including Science, Technology and Innovation Strategy for Africa, continental education strategy; Youth empowerment strategy and plans of action, and any others developed under the guidance of the Commissioner for HRST. VI. Ensuring liaison and collaboration with other AU organs, departments and offices to contribute to ensuring internal coherence in development and implementation of relevant sectoral programmes VII. Interaction with Strategic partners and Development Partners in a bid to influence the adoption of and alignment of programmes to articulated AU Vision and priorities; as well as for resource mobilization and development of collaborative programmes. VIII. Any other responsibilities assigned by HRST Commissioner. 3. EDUCATION QUALIFICATIONS; Candidates must have a PhD Degree in any of the following fields: Science and Technology, Education and Human Resources Development. A qualification in any of the following fields will be added advantage: strategic planning; results based management diploma or certificate) would be a strong recommendation. 4. WORK EXPERIENCE; • Ten (10) years of appropriate experience of which at least 5 years would have been in a senior position in an international organization, • At least 5 years working in a University or Research Institution in Africa • Experience in design and development of regional and continental policy frameworks and strategies • Experience in resource mobilization and management of multiple partner projects • Knowledge of the African Union systems 5. OTHER RELEVANT SKILLS: • Computer literacy; • Working knowledge of policy analysis and development and programme/project management, implementation and monitoring; • Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment; • Excellent drafting and reporting skills; • Good planning and organizational skills. 6. LANGUAGE REQUIREMENT: Proficiency in one of the African Union working languages. Proficiency of two or more in other of one or several other working language(s) would be an added value. 7. TENURE OF APPOINTMENT: The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables. 8. LEAST REPRESENTATIVE COUNTRIES: Candidates from the following least represented countries are encouraged to apply: Eretria, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe, Seychelles and Somalia. 9. REMUNERATION: Indicative basic salary of US$ 73,646.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 16,819.20 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
