VACANCY ANNOUNCEMENT Position: FINANCE OFFICER Reporting to: Administrative and Finance Coordinatore Location: Amman (with travel to Mafraq and Irbid) Number of position : 1 Closing date: 10thOctober 2014 NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. THE POSITION Under the line management of the Administrative and Finance Coordinator, the finance officer ensures that all the administrative and financial processes, rules and deadlines are handled according to Handicap international standards. According to the position, the finance officer must keep all the data confidential, and share it only with the accurate and authorized persons. MAIN RESPONSABILITIES DETAILS Administrative and Financial Management: 1. Implementation of financial procedures ý Ensure that existing financial procedures are respected (check bills, purchase orders, quotations, authorized signature…) ý Under the supervision of the administrative and finance coordinator, set up new procedures which could allow better control on financial matters and improve efficiency of the financial department and follow up of running costs. ý Training of new staff on financial and administrative procedures ý Support administrative and logistic staff in all financial issues/difficulties ý Have meeting with the logistic to facilitate the flow of information and make sure that the communication between the two departments are fluid regarding financial procedures. 2. Cash and Bank Management ý Proceed all payments authorized by the coordination offices ensuring proper management of petty cash and cash book on a daily basis ý Follow-up advances with logistic and other department ý Limit cash flow shortage by anticipating cash and money withdrawal, informing the Administrative and Finance Coordinator in order to prepare the withdrawal request. ý Ensure regular relationship and correct correspondence with the bank and other offices 3. Finance and Accounting ý Fill the vouchers adequately (GAP code, designation, budget lines…) ý Ensure validity of the invoices quality of invoices, complete requested documentation, validation, HI process respected) for the coordination ý Complete accountancy registration on AlphaK/Navision for the coordination office ý Carry out cash and bank reconciliation ý Complete the advance on salary (internationals) and the salary excel fie (nationals) on a monthly basis ý Ensure correct archive and correspondence between the Coordination Office and other HI offices (bases, regional, country offices) ý Support the Coordination office in the monthly closing of the accountancy in Alphak/Navision (exchange rate, advance settlement, cash and bank balances) in preparing all documents which must be signed by the administrative coordinator and sent to HQ. ý Prepare the monthly sending to the HQ by checking (original invoices) and scan all the vouchers and invoices according to the scanning procedures set by HQ. ý Replace the Accountancy Controller when needed ýÂ Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager TIME SCHEDULE The working hours are the following: 8:30 am to 5:30 pm with one hour lunch break. Note that working time can go up to 48 hours per week (according to the Jordanian labour law) if it is required by the volume of activities and by the line manager. Any breach of the above mentioned responsibilities, of the Internal Regulation or of Terms and Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.
