VACANCY ANNOUNCEMENT Position: Human Resources Manager Location: Amman Responsible to: Human Resources Coordinator Number of position : 1 Closing date: 17 January 2015 NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. GLOBAL PERSPECTIVE OF THE POSITION Based in Amman, under the supervision of the HUMAN RESOURCES COORDINATOR the HR Manager will: Ensuring that local legislation is respected within the set legal framework; Maintaining the human resources organization and operating framework: administrative management, management of contracts, etc.; Supervising proper administrative management of human resources for the Jordan mission: HR policy, recruitment, administrative management of staff, training management, capacity building, etc; Ensuring the operational management of the team placed under your responsibility; Ensuring smooth and regular reporting on your activities towards your line manager. You will focus on the managerial aspects of the responsibilities described below. HIERARCHICAL RELATIONSHIPS Line manager: HUMAN RESOURCES COORDINATOR Functional Link: HUMAN RESOURCES COORDINATOR RESPONSIBILITIES AND TASKS DESCRIPTION 1. REPRESENTATION You participate actively to HR coordination and information meetings (NGO coordination, etc.) 2. EXPATRIATE ADMINISTRATIVE MANAGEMENT, under the supervision of HR Coordinator: Ensure that every new comers on the mission attend induction and individual related briefing and support the HR Coordinator in the « Human Resources » briefing; In charge of welcoming the expatriate on the mission and the transmission of their arrival envelope (linked with the logistics department); Managing the administrative management of the expatriates: Visas, plane tickets, registration with the national authorities, R&R request, movement sheets, guest houses; Supervising compliance with the national labor law for international and national staff and follow-up expatriate dossier: visas, residency permits, working permits, etc.; Managing guest houses and offices, cleaning rotation ensuring proper living and working condition are suitable with HI standard; Ensure that HR personal files are properly completed, well conserved and classified; Ensure proper end of mission administrative process: End of mission “quitos”, handover report, etc. 3. NATIONAL STAFF MANAGEMENT Supervise staff contract preparation, renewal and relevant up-dates (amendments, job description, signatures, etc); Supervise the staff registration with the different authorities and compulsory taxes payments (Social Security Department, Income taxes, etc.); Ensure that local legislation is respected in all the recruitment and contracts break down procedures, for all the national staff; 4. CAPACITY BUILDING OF NATIONAL STAFF Plan and manage capacity building plan and report regularly on it to your line manager; Identify training facilities and providers in technical fields related to the mission; Support all the managers in the capacity building of the staff under their supervision; Supervise capacity building/training preparation and organization. 5. SUPPORT TO FIELD OFFICES ADMIN AND/OR HR Officers Support the field admin and/or HR Officers in the fulfillment of their duties; Report to your line manager problems and/or concerns on technical issues; Maintain and supervise the information flow between capital office and field offices on your field of expertise; Facilitate technical workshops in your field of expertise with relevant staff 6. ADMINISTRATION and MANAGEMENT Ensure strict application and respect of the Internal Regulation by the staff and report to your line manager in case of violation; Ensure good communication in your team through regular meetings (or other if needed); Ensure personal and professional evolution of each member of your staff by applying regular oral and written evaluations; Ensure conflict resolution (personal and professional) within your team and inform your line manager; Supervise regular up-date and compilation of organizational chart of the mission and the following HR documents/tools: Database, Contracts follow-up, Personal files, Recruitments, Taxation and payment, salaries and payrolls; In charge of database monthly revision for salary payment at mission level and facilitate HR Coordinator validation and signature; Ensure application of HR management tools (wage scales, internal rules…) and make proposals for their improvement; Supervise preparation of administrative document linked to expenses engagement from the HR department, PSR preparation and follow-up for HR Coordinator (Budget Holder) signature; Coordinate support for staff in their management duty: meetings, individual interviews, etc; Ensure proper and smooth communication and collaboration between the HR department and other department in general and when related to transversal topics: Finance, Logistics, Technical Unit, Operation, etc. TEAM COMPOSITION Base Management Function Coordination Direct Coordination HR Officer Coordination Direct Cleaning Personnel (3) Coordination Indirect Front Desk Assistant Coordination Indirect Cook Total 5 staff In coordination with the HUMAN RESOURCES COORDINATOR, you will be the functional referent for the following staff: • Human Resources Officers / Field 7. REPORTING Participate to the monthly situation report (SITREP) by providing relevant data related to your position; Provide regular reporting on your activities to your line manager; Provide guidance and information to Human Resources Officers upon line manager solicitation (coordination meeting, workshop meeting, etc.); PROFILE REQUIRED University Degree in Human Resources Management, Business Administration or related field At least 5 years of professional experience At least 3 years of professional experience in an INGO (preferably humanitarian context) Previous Management experience is mandatory Strong communication and reporting skills Strong organisational skills Strong interpersonal and intercultural skills Ability to work under high pressure English, Arabic fluency mandatory Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. TIME SCHEDULE The working hours are the following: Sunday to Thursday – 8.30 to 17.30 Note that working time can go up to 48 hours per week (according to the Jordan labor law) if it is required by the volume of activities and by the line manager.
