VACANCY: DEPUTY MANAGER-PROCUREMENT VACANCY CIRCULAR NO. 5 OF 2014 MINISTRY OF TRANSPORT AND COMMUNICATIONS REFERENCE: MT & C 4/8/2 II (07) The Ministry of Transport and Communications exists to drive the development and utilisation of information communication technologies and integrated transport services in Botswana. Applications are invited from suitably qualified,talented, decisive and self driven citizens for the above mentioned position at the Department of Corporate Services under the Ministry of Transport and Communications. MAIN PURPOSE OF THE JOB: To coordinate procurement of supplies, services and works as well as disposal of assets for the Ministry in a timely and efficient manner. KEY PERFORMANCE AREAS 1. Gives advice on procurement matters requiring policy action and guides on all technical matters for effective procurement of goods, works and services. 2. Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for the contract awards. 3. Prepares financial budget estimates for the Division. 4. Monitors the implementation of the budget. 5. Identifying and sourcing suitable supplies, services and works and negotiate and agree on prices in accordance with delegated authority. 6. Manages contracts to ensure expected deliverables. 7. Facilitate efficient and effective service delivery through encouraging timely placement of orders. 8. Draws up specifications for the stock range to promote quality assurance and maintenance of high performance standards. 9. Coordinates compilation of data contained in quotations/proposals/bids to determine the best supplier in terms of quality, delivery time, discounts, transportation costs among others and submit the analysis to (PPADB) or Ministerial Tender Committee. 10. Determines the time limits for holding stock to ensure less capital is tied up on commodities. EXPERIENCE: At least twelve (12) years work experience in Purchasing, Supply and Materials Management, two (2) years of which should have been served as Principal Procurement Officer I. SALARY: D1 (P251, 376 – P277, 524) per annum. LEAVE: 30 Working days per annum BENEFITS Appointment of serving Public Servants is on Pensionable Terms and the benefits are as follows: 1. Contributory Pension Scheme (Government pays 15% and employee pays 5%). 2. Optional contributory Medical Aid (Government pays 50% and employee pays 50%).
