VACANCY: Data Collection Consultant: Pangaea Global AIDS / Clinton Health Access Initiative (CHAI) Deadline: September 20, 2014 Terms of Reference for Pangaea Global AIDS / Clinton Health Access Initiative (CHAI) Best Practices Case Study Documentation Location: East & Southern Africa Duration: 6 – 12 months Start Date: 1 November 2014 Reporting to: Program Director, Pangaea Justification and Purpose Pangaea Global AIDS and the Clinton Health Access Initiative (CHAI), with support from the Bill & Melinda Gates Foundation, are working to develop a series of case studies on effective approaches to HIV service delivery in Eastern and Southern Africa. The goal of the project is to improve uptake of and retention in effective HIV service delivery to improve treatment outcomes. This project builds on two seminal pieces of work that Pangaea and CHAI have been leading around HIV service delivery. In 2012, as part of a Gates Foundation- funded Treatment Optimization initiative, Pangaea held two consultations focused specifically on describing community-oriented HIV service delivery approaches. At the two meetings, attended by community-based service providers, health care system implementers, UN agencies and government representatives, participants shared information about program models addressing points throughout the treatment cascade and provided recommendations for WHO to consider in the development of the forthcoming consolidated HIV guidelines. This process identified the need for more information about innovative and successful service delivery models that program managers could leverage to support decision making around treatment scale up. CHAI has also been working to cost current and optimal service delivery approaches through the 2011 MATCH study and other projects. This two-year grant aims to identify and cost 20 HIV ‘best practices’ across the continuum of care – from testing to early initiation to patient retention. Pangaea is responsible for providing the program narrative and CHAI will be responsible for providing the costing component for each of the case studies. The ultimate goal is to produce clear, policy-relevant cost and effectiveness data around best practices in the HIV space. We aim to include a diverse set of projects, including approaches that are community and facility-based; reach urban and rural populations; address the health needs of key affected populations; and/or are integrated with primary care, maternal, reproductive health and TB services. The project will also include two different types of case studies: - Cascade-Wide Reviews that examine innovative models of facility and community-based service delivery across the treatment cascade (testing, enrolment, initiation, and retention - Intervention Reviews that examine particularly effective facility and/or community based approaches such as counseling and testing, adherence support, or patient tracing for retention along the continuum of HIV prevention and treatment services The Data Collection Consultant’s main duties will be providing assistance at the project site visits (TBD) specifically, to conduct key informant interviews with service providers, clients/patients, program partners and funders, and Ministries of Health; Performing direct observation and documentation of the program; Review of archival records; clearly document the interviews, project setting, decision-making process and implementation procedures. The Data Collection Consultant will work with the Program Manager and Director from Pangaea Global AIDS; Other project site support tasks and time allocations will be defined during the course of the work. Scope of Work and main duties Provide support to the Program Manager & Director to conduct the project site visits in East & Southern Africa. Expected outputs - Two to four visits to project sites to conduct key informant Interviews with service providers, clients/patients, program funders and ministries of health - Performing direct observation & documentation of the program being documented - Review archival & patient records as needed - Provide support in the writing of the final project case study Expected outputs - Using the key informant interviews, notes from direct observation, program documents and archival review, to describe the program model, effectiveness of the model, the health and community challenges that the particular approach is attempting to address, and the context in which the program occurs - Provide support in reviewing and editing final case studies Expected deliverables - Provide data collection support at the project sites selected for case studies - Perform interviews with key informants, project document reviews, and archival & patient record reviews; § Draft project site visit notes & reports - Contribute to the production of the final case study report - Other tasks as assigned for the preparation of the site visit Desired background and experience - Advanced university degree or equivalent in public health, HIV/AIDS programming or related technical field - Five years of progressively responsible professional work experience at national and international levels in HIV/AIDS programming - Previous experience in HIV/AIDS program data collection in the East & Southern Africa region - Knowledge of HIV/AIDS, Reproductive & Maternal Health within the context of the East & Southern Africa epidemic - Planning, analytical, coordination, communication and facilitation skills - Experience in performing interviews within the health setting. Conditions (Important) Position will be home-based with travels within the Eastern and Southern African Region.
