A talented, proactive, self-driven and visionary candidate is therefore sought to fill the above mentioned position. Salary Scale: E2 (P294, 972 – P306, 888) per annum. Leave: 30 working days per annum. Benefits: a) Optional Contributory Medical Aid Scheme. (Government pays 50%, Employee pays 50%). b) Contributory Pension Fund (Government pays 15% employee pays 5%). c) For new entrants to the Public Service, a contract of 24 – 36 months with gratuity payable at the rate of 25% upon the expiry of contract. Qualifications: Bachelor’s Degree in Human Resources Management/ Public Administration/ Business Administration or equivalent. A Master’s Degree in the same field will be an added advantage. Experience: A minimum of twelve (12) years relevant post qualification experience two (2) of which should have been served at the level of D1 in the Public Service or equivalent level in a Parastatal or Private sector organisation. Key performance areas: • Interprets Human Resources and Management, Administration policy and advices the Senior Management. • Contributes in translating the Department’s vision into clear, compelling and challenging objectives. • Initiates the development of long, medium and short term objectives to achieve the Human Resources Management, Administration and goals for the Ministry/Department. • Identifies optimal organizational design to support the implementation of programmes and achievements of the vision. • Contributes in the formulation and review of Human Resource Management and Administration policies. • Develops and maintains sound operational guidelines for the Ministry/Department based on established Public Service Rules and Regulations. • Manages Human and physical resources to meet strategic organizational and customer needs and to maintain sustained products and/or service delivery. • Develops risk management strategies and plans to achieve organizational objectives. • Reports all pertinent issues on Human Resource Management and Administration to the Senior Manager.
