VACANCY NOTICE: PROJECT ADMIN OFFICER The European Union Delegation in Solomon Islands now also covers development cooperation with Vanuatu, and is seeking to recruit Project Administration Officer. We offer a competitive salary package, including medical cover as well as training opportunities. Occasional travel to Vanuatu and Europe may be required. The Project Administration Officer will be part of the Operations team supporting development cooperation projects and programmes between the European Union and the Solomon Islands Government, and the European Union and the Vanuatu Government. The Project Administration Officer will be supporting the administration, financial management and monitoring of EU development cooperation. Main Functions & duties: Ensure submitted invoices of contracts are provided in correct formats, are fully documented, accurate in accordance with EU procedures and regulations; Assist with procurement for projects (drafting Terms of Reference, launching tenders and evaluation of offers); Prepare routine letters and note to files for the Operations Section; Assist in closure of projects and compile the documents required for closure; Manage information relating to services, contracts and programme budgets in the Common Relex Information System (CRIS) – training will be provided; Upload documents, reports, check lists and notes to the file to the CRIS system; Assist in the preparation of project implementation and expenditure forecasts; Circulate correspondence and information between the colleagues of the Operations Section, with the Sections of Administration and Chargé dAffaires and with donor, partners, Solomon Islands Government and the Vanuatu Government, civil society and others; Knowledge, skills and experience required: Certificate/Diploma/Degree in Administration, Accounting, Business or Financial Management or related field;At least three years of experience in providing administrative, financial or accounting services; Familiarity with the mechanisms of international aid donors, knowledge of EU and European Development Fund guidelines considered as plus; Good written and verbal communication skills and a high level of proficiency in English. Knowledge of the French language is an advantage;Good numeracy and financial management skills;Highly competent computer user, Excellent MS Office and administration skills and fast learner of computer software. Competencies: Works independently with little supervision, being proactive;Observes deadlines and achieves results;Shows persistence in front of complicated assignments or problems; Identifies priority activities and assignments, Enjoys working as part of a team.
