VERBATIM OF THE KIRINYAGA COUNTY ASSEMBLY PROCEEDINGS HELD ON THURSDAY JUNE 20 2013 AT THE COUNTY ASSEMBLY KERUGOYA. The session started at 4.23 PM Prayer {Hon. Speaker Ann Wangeci Githinji} {Hon. Speaker Ann Wangeci Githinji} Honourable members we go to the order of business. {Clerk Stephen Nzioka}; Thank you Madam Speaker, Hon Members the Order of today’s business is as follows 1. Administration of oath 2. Communication from the Chair 3. Messages 4. Petitions 5. Papers 6. Notices of motion 7. Statements and 8. Motions and Bills Thank you. {Hon Speaker Ann Githinji } Honourable members, order of business as read administration of oath, communications from the chair, messages, petitions, papers. {David Munyi Mathenge,MCA Baragwi} Chairperson Budget and Appropriation Committee, I wish to present to this house papers of the report tabled yesterday which was adopted with the necessary amendments. We went through the report as a Committee of Supply and the necessary amendments were made. I have an addendum to this honourable house, though I want to take some time and go through it item by item. Supply of plants and equipment, The County Procurement is in the process of acquiring the (Hansard) equipment and the money may not be enough hence we provided an extra sh4 Million. We understand the executive though the TA was provided with sh6 million to do the same but we realized the amount might not be enough to the necessary procurement for the Hansard. The clerk feared that the equipment may not be procured. Honourable members have resolved that the process be undertaken and they be updated on the progress. The clerk will start the process. Education and Social Services, It was given sh300, 000 previously, we have added another sh500, 000 that was garnered from the County Assembly budget. There was a misprint there ofsh1.5 milion surplus. We have taken sh500, 000 to add to the library services. Sh1 million from the County Assembly has been taken to the disabled kitty that was previously located sh500, 000 bringing the total to sh1.5 million. On the County Assembly budget, Members questioned about the basic salaries and they were made aware that the amount could have looked higher to them but we need the amount because there are other employees who will be hired on contract that is meant for the ward offices, each member is entitled to a personal assistant, two messengers, one driver and two watchmen to be there for the night. The employees will be hired on a contract of five years. Non Residential building, Offices for the MCA’s, members questioned an item in the budget, we might and we will expand the County Assembly so there is an allocation of sh10 million for this purpose. Coporate Social Responsibility, It was meant to empower the community support programmes. It will be equally shared by the 20 wards each getting sh2.5 million. There was another issue of projects that were not captured in this report and Honourable Gudson from Tebere, {Hon Speaker Ann Githinji } Honourable member, tell us the resolutions since members have voted for them in the Committee of Supply without details of how it was negotiated. {Hon. James Kinyua Mutugi,MCA Wamumu} Madam speaker I rise on a point of information referring to Standing Order 210, one and two That the County Assembly after by submission with the liason committee shall determine in the order of which the County Assembly and consider votes for the various departments. In the consideration of the votes under paragraph one, the votes earmarked for increase or reduction pursuant to provisions of Standing Order 216 consideration of supply resolutions relating to the County Assembly resolutions of the Budget and Appropriation Committee report on the annual estimates shall be prioritized. Madam speaker, I stand to say that we have done the report and we have agreed on the amendments, we have given the necessary priorities as a committee; I stand here to propose we adopt. {Hon Speaker Ann Githinji } For the purpose of the Hansard, we have to read them. What we are trying to avoid is the word might because I believe there are no further deliberations. So let us continue. {Hon. David Mathenge, MCA Baragwi} Thank you madam speaker, the committee resolved that we identify tourism sites under the Tourism. Under Energy, We have high voltage lighting of six at a cost of sh1.5million, though Wanguru was skipped some consideration will be in the future supplementary budget. Water and Irrigation budget, Gathigiriri and Muthuthuini water projects will get an allocation of sh1.5 milion, Mikimaini water project…inaudible+ Market rehabilitation, Wanguru Town was not captured, also Kiangai they be considered in the Supplemetary Budget. The executive budget, that is page 12, of the report, on Agriculture there were grants and others, There is also the Daily Subsistence Allowances, this we said were well explained. There were other projects meant for various wards that were explained well in the Agriculture summary. The figures given under the Culture material supplies be indicated there and we gave it there for funding various projects in the wards. We also resolved that in this budget it is not possible to have equal amounts for every ward but we have relatively used the measure of equitable share hoping next year things are going to work out well. Madam speaker, market rehabilitation, we have Kagumo market as well as Sagana Market that were not allocated something and in the supplementary budget something…. Point of order, {Hon. Gudson Muchina,MCA Tebere} while we are in the proceedings and yet some members are taking photos of the other members, madam speaker using their phones. {Hon Speaker Ann Githinji } point of clarity. Have you seen a member take a photo? {Hon. Gudson Muchina,MCA Tebere} Yes taking a snap of one of the Honourable member who was resting..two members that is Honourable Murimi and Honourable Njamumo. {Hon. Jinaro Njamumo,MCA Mutithi} Madam speaker I think this house is in a very serious business of the documents we are having, it is like now we want to complete this process and we complete it for the next arm of government to proceed and for those people who are said to be resting, I have never seen a Honourable Member resting. Honourable Gudson must be under some illusions. Thank you madam speaker. {Hon Jackson Murimi,MCA Thiba} Madam speaker not that I was taking a photo, I was recording the sound. {Hon Speaker Ann Githinji }Honourable members, thank you for that but there is Hansard that officially records and you are entitled to copies of the Hansard. Let us continue. {Hon David Mathenge,MCA Baragwi} Thank you for that observation I hope the budget chair is not that boring. On Stadiums, We resolved that the amount allocated be shared equally by each and every ward to upgrade the playgrounds in their wards. Kianyaga Children’s Home is captured. Youth in empowerment, Sagana was not allocated something in this report and we are hoping in the supplementary budget it will be captured. Previously in the Budget Committee it was noted that there was an expenditure tallies that were funded twice and this amount was reallocated to put up ECD toilets. Amount on access roads was given some top up and the amounts were appropriated accordingly. Other markets rehabilitation, There was this issue on the table some of our members did not know about these sums and to clarify that they were taken to Kirinyaga County so the amount is… not audible. Water and irrigation Wang`uru water station, the member thought it was left out but it was in agreement that KIRIWASCO had proposed to fund the same and we were made to understand. We have requested for an audit from KIRIWASCO so this can only happen after the audit is done, so Wang`uru will be considered after the audit report is out. And that caters for all projects under KIRIWASCO because they were expunged from this budget estimates. On medical services that is health, Githiga Dispensary be changed to Kabare. Also on page 25 of the report, we have Karia irrigation which was captured under Ngariama Ward but it should be for Kerugoya ward, Kiandinwa irrigation was also for Kerugoya Ward. ECD development, We said in Kerugoya, some of the toilets we being done by the CDF but we have agreed all facilities for ECD, it is our County government that which is going to put up. And citing other medical facilities provided in the report Kanyekini, Kiaga and Mathia dispensaries, some of our members thought others were left but that was not the case so, the members explained well how they got into this report following the previous minutes of various Sectoral Committee and also public participation. Thiba Health Centre is not in Ngurubani but in Thiba ward. Huruma Water Project sh2 million from Gataka, and this will be in the supplementary budget. Water projects, we resolved we have Kimandi North and Kimandi South one gets sh1.5 milion and the other one remains with sh500, 000. Kiburu Health Centre was omitted and it will taken care of in the Supplementary Budget. Slum villages in Kiine Ward, previously they were neglected and they should get sh0.5 million. Kibaratani Water Project in Mukure Ward, should remain. There were other changes Mathangauta Dispensary to Kiriko Village Borehole. One of our members said this dispensary was not covered in our report and said they were expecting it to be funded and hopefully next time it will be funded. There was a suggestion that all projects previously omitted in our report be reflected but only in the Supplementary Budget. Inaudible….. Sh 2 million be allocated for the rehabilitation of markets in Wanguru. Also a member proposed that in her ward, land was available for a cultural centre, the CEC thought the cultural centre can be constructed in that ward….inaudible. There were some changes under irrigation, Mbeti water, Kiangina and Mutuma project and members resolved Mutuma water project gets sh2 million, Kiangina sh2 milion and Mbeti sh2million. Kiangai dispensary it read as Kangai Dispensary but it should read as Kiangai Dispensary in Kiine Ward. Mmebers were explained well and taken through the ministry of Gender, Youth and Sports. There was the upgrading of stadiums that changed to upgrading stadiums in each and every ward at a cost of sh600, 000. Sh1 million was taken from the County Assembly to the disabled, members resolved that this budget be approved and I hope so, to avoid any inconveniences and enable the CEC finance time to prepare and Appropriation Bill that will read in this Honourable house and later approve. Kibingoti Market remains, it was well explained by the member of that ward that the market is very important and it should be funded for rehabilitation at sh3 million. It opens the other side of the county on the way to Nyeri County. Makutano Town, it was reflected in the MIAD report and should remain as it was. Members resolved that Kirimumbi Water Project be considered in the Supplementary Budget, it is in Mutithi Ward. Mutithi Youth Polytechnic whatever was meant for that project has been taken to rehabilitate other existing youth polytechnics in the county other than constructing this one which is new and we have not rehabilitated the ones we have. The member form this ward was assured that once the others were rehabilitated this project will be taken care of in may be in the next financial year. Under water and irrigation, note number six, there was purchase of 25mm UPV pipes and fittings for boreholes, members were made aware, this was to be carried out at Mikimaini water project. On the same item 61, there is pipes and fittings for seven kilometers main pipeline and 20 kilometers lateral system as well as constructing storage tank. Members were told this was to happen in Kianyaga in Baragwi ward. Under expansion of maternity wards, in the development budget of the Medical Services the project is not in Mutithi Ward but Thiba Ward. There is money allotted to complete ESP projects, we were made aware that the Thiba Health Centre is in Thiba ward not Ngurubani ward. On upgrading and equipping laboratory ESP Health facilities in Thiba Health centre is not in Ngurubani ward but Thiba Ward. Members resolved that under water and irrigation, Gathigiriri and Muthuthuini water projects be split as they are in separate wards. Gathigiriri is in Gathigiri Ward, Muthuthuini is in Tebere ward. Under energy and electrification, charcoal brickting using rice husks, there is an allocation of sh2million to Mwea and there is another allocation of sh1 million for Kagio, that is Kiine Ward. Madam speaker, those are the resolutions that the members came up with and also to report that they have been cooperative and at last we have seen good work. The honourable members have high hopes in seeing Kirinyaga County succeeding to great height of development. I bring to the attention of the members that as previously mentioned, yesterday June 19, this budget report was 90 percent good contrary to previously statements made by one of the honourable members. Speaker Ann Githinji} That being the committee of Supply resolution, on the votes I now put the question, That the budget estimates be approved with amendments made to estimates tabled and reflected in the addendum on respective votes. May as many of the support of the approval say yes.. May as many of the contrary opinion say nay.. The budget estimates were approved. There being no other business the house was adjourned to Tuesday 25th June 2013 at 2.30 PM. The house rose at 5.01 PM.
