Speaker Ann Githinji} Communication from the chair, I appreciate that we now have the Appropriation Bill gazetted and it is our first time experience of the Bills and I believe we are undergoing the whole process of the business of this house. I take cognizance that we had the Budget and Appropriation Committee, under the guidance of the clerk, even consulting experts, Mr. Masinde, we are able to reach where we are. {Hon. David Mathenge, MCA Baragwi Ward} Chairman Budget and Appropriations Committee, I wish to move a motion, That pursuant to the provisions of the Standing Order 117, this assembly resolves to reduce the publication period of the Appropriation Bill, that is Kirinyaga County Assembly Bill 27 of 2013, from seven days to one day. {Hon. Speaker Ann Githinji} Hounourable members we have a motion before the assembly. {Hon. Gudison Muchina, MCA Tebere} Thank you madam speaker, I raise in support of the motion, to reduce the publication of the Bill from seven days to one day. The reason is, madam speaker, as we stand now we running short of time of the deadline of the budget, and in that spirit I feel it right to change the time of publishing the Bill to one day. {Hon. Speaker Ann Githinji} That is the motion. Kindly, other views of the members on the same. I wish to put a question as many as of the opinion that we reduce the number of days for publishing the Appropriation Bill form seven to one. David Mathenge, MCA Baragwi Ward} An act of the County Assembly of Kirinyaga County to authorize the allocation of certain sums of money out of the County Revenue Fund, and the application to render the service of the year ending on 30th June 2014 and to appropriate those sums under the sum authorized by the County Assembly for certain county public services and purposes. {Hon. Speaker Ann Githinji} That is the introduction of the Bill. Chair person, {Hon. David Mathenge,MCA Baragwi} Thank you Madam speaker, I wish to give highlights of the Bill, the Bill provides for the issue of out of the County Revenue Fund, of the sum Kenya Shillings Three Billion two hundred and sixty seven million nine hundred and fifty eight seven thousand seven hundred and twenty nine required to meet public expenditure during the Financial Year ending June 30th 2014. This sum is the amount authorized by the County Assembly on June 27th 2013 under Article 222 of the constitution. The clause also appropriates the money granted for services and purposes specified in the schedule which is based on the estimates of 2013/2014 Financial Year. {Hon. Speaker Ann Githinji} That is the introduction of the Bill. We can now go to the full first reading in accordance with Standing Order 120. David Mathenge,MCA Baragwi} THE KIRINYAGA COUNTY APPROPRIATION BILL, NO. 27 OF 2013 A Bill for An Act of the County Assembly of Kirinyaga County to authorize the allocations of certain sums of money out of the County Revenue Fund and the application towards the service of the year ending on the 30th June, 2014 and to appropriate those sums and a sum authorized by the County Assembly for certain County public services and purposes. ENACTED by the County Assembly of Kirinyaga County as follows— 1. This Act may be cited as the Appropriation Act, 2013. Short title. 2. (1) The County Treasury may issue out of the County Revenue Fund and apply towards the supply granted for the service of the year ending on the 30th June, 2014, the sum of Kenya Shillings Three billion, two hundred and sixty seven million, nine hundred and fifty eight thousand, seven hundred and twenty eight only, and that sum shall be deemed to have been appropriated as from the 1st July, 2013, for the services and purposes specified in the Schedule. (2) The sum granted by sub-section (1) includes the sum of Kenya Shillings one billion, six hundred thirty three million, nine hundred seventy nine, three hundred sixty four only, voted on account by the County Assembly in accordance with section 134(1) of the Public Finance Management Act,2012. Appropriation of the money granted. 3. (1) The sum granted by section 2 shall be appropriated for the several services and purposes specified in the second column of the Schedule, in the amounts specified in the third column of that Schedule. (2) In addition to the sum granted by section 2, the sums specified in column four of the Schedule out of any money directed to be applied as Appropriations in Aid may be applied for the several purposes specified in the second column of the Schedule. James Kinyua Mutugi,MCA Wamumu} Point of information madam speaker, As we were going through the recurrent expenditure, I don’t know whether it is an omission am not seeing the recurrent expenditure for the Ministry Of Culture Social Services. {Hon. Speaker Anne Githinji} Honourable member those are the changes we will be considering in the second reading, whole house. Let us go to the business of the second reading. David Mwangi Mwaniki,MCA Inoi} Madam speaker and amendment that leave the word “now” and add the word “upon this day 28th June 2013” {Hon. Gudison Muchina,MCA Tebere} I stand to bring an amendment on recurrent expenditure 01, the amount required for the year ending 30th June 2014 for salaries and expenses for the County Assembly including general administration and planning. We amend in all vote heads of development expenditure we amend to read “ the amount required in the year ending 30th June 2014 for the County Assembly Capital expenditure” we delete “including general administration and planning” in all the vote heads. So it may read “ the amount required in the year ending 30th June 2014 for the County Assembly for Capital expenditure” {Hon. Speaker Anne Githinji} Members in support of those amendments. {Hon. James Kinyua Mutugi,MCA Wamumu} i stand to second the amendments. {Hon. Speaker Anne Githinji} Yes honourable Wacera on the same. {Hon. Rahab Wacera, MCA Mukure} am seeing an omission on development expenditure D01 to D03, am wondering where D02 is. i need that to be corrected. {Hon. Speaker Anne Githinji} on the first correction, what honourable Gudison moved, first allow that for comment so that we vote for that change. I believe it was applying in all the votes. Let us first sort out that before we resume to the committee of the whole house. As many as in support of the amendments of honourable Gudison say ayes, The amendments proposed by Honourable Gudison Muchina passed. {Hon. Speaker Anne Githinji} Honourable Wacera what was your concern? {Hon. Rahab Wacera, MCA Mukure} am wondering where D02 is in the development expenditure. {Hon. Speaker Anne Githinji} By consensus let that one be deliberated by the Committee of the whole house alongside all other concerns. {Hon. Gudison Muchina,MCA Tebere} I stand to read Standing Order 123, article two where I wish to bring to the attention of the house that after the second reading of the Bill, In the order of the day for committee on a Bill being read, the speaker shall leave the chair without the question being put so that the Bill can be subjected to the committee of the whole house. {Hon. Speaker Anne Githinji} Thank you. As guided by the Standing Order, the assembly convenes to a committee of whole house. Committee of the whole house {Hon. Speaker Anne Githinji} We resume the session. {Hon. James Kinyua Mutugi} Thank you madam speaker, I stand to report what we have done (in the committee of the whole house), I want to say that am very happy with the members, and we have done a wonderful job. We have been able to go through the Appropriation Bill and members have adopted it. However there were some few issues here and there especially on the issue why the recurrent expenditure seems to be higher than the development expenditure. It was stated that the recurrent includes all the purchases that are to be purchased some of which in the lay mans language may have been deemed to be development expenditure. Madam speaker I stand to report that members have adopted this the way it is. {Hon. Speaker Anne Githinji} Thank you. The Bill is adopted as it is. We proceed to the third reading. {Hon. David Mathenge,MCA Baragwi} I wish to move a motion that the Kirinyaga County Assembly Bill be read for the third time. {Clerk Stephen Nzioka} This is, An act of the County Assembly of Kirinyaga County to authorize the allocation of certain sums of money out of the County Revenue Fund, and the application to render the service of the year ending on 30th June 2014 and to appropriate those sums under the sum authorized by the County Assembly for certain county public services and purposes. {Hon. Speaker Anne Githinji} The Bill has been read for the third time. {Hon. Gudison Muchina, MCA Tebere} I stand to support, pursuant to Standing Order 132 (2) that we adopt the Bill with the amendments from the second reading without further amendments.
