VOTE YES for Onawas utility board! I’ve been asked WHY NOW? I have a great passion for the Utilities of Onawa having started to work in 1973 under the direction of Ernest (Doc) Holsclaw, Bob Bellis and Ora Townsend. It was a constant challenge, adventure and most rewarding job a person could ever hold. Although my career was cut short my passion for the utilities of Onawa has never ended and never would I propose this change without knowing it’s the best for Onawa, my Family and yours. “It has been stated”; Utility board member cannot be recalled? Fact; Onawa Code of Ordinances 5.09 Removal of Officers and Employees, all persons appointed to city office or employment may be removed by the officer or body making the appointment. “It has been stated”; Utility board sets own compensation? Fact; Iowa code chapter 388 city utilities, 388.3 procedure upon approval; If a proposal to establish a utility board received a favorable majority vote, the mayor shall appoint the board members, as provided in the proposal, subject to the approval of the council. The council shall by resolution provide for the staggering six year terms for and shall set the compensation of board members. “It has been stated”; Board reports to no one? Fact; Iowa code 388.4 utility board; A board shall make to the council a detailed annual report, including a compete financial statement. Immediately following a regular or special meeting of a utility board, the secretary shall prepare a condensed statement of the proceeding of the board and cause the statement to be published in a newspaper of general circulation in the city. Plus board members still are subject to Onawa code 5.09.
