Vacancies at CETA THE CONSTRUCTION EDUCATION AND TRAINING - Gauteng, Gauteng The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes: • Developing and implementing a sector skills plan • Promoting learning programmes • Registering learning programme agreements • Serving as an Education and Training Quality Authority • Collecting and disbursing skills development levies • Liaising with the National Skills Authority • Reporting to the Director-General of the Department of Higher Education and Training on its activities. The CETA would like to make the following appointments on fixed-term contracts up to 31 March 2016, renewable at its discretion: Chief Financial Officer All-inclusive salary package: Negotiable Head Office in Gauteng Reporting to the Chief Executive Officer, the Chief Financial Officer advises the CETA Board and Executive Management on and ensures the implementation of and compliance with best practices regarding its financial management. Minimum requirements: • A BCom degree with Accounting as a major subject. A postgraduate qualification will be strongly recommended • A minimum of 5 years’ financial management experience, preferably in a SETA or public entity governed by the PFMA • Thorough understanding of, experience in and knowledge of the SETA environment • An understanding and knowledge of the following legislation and regulations: Skills Development Act; Skills Development Levies Act; the PFMA; Supply Chain Management and Procurement Regulations; Grant Regulations • Sound technical knowledge of Generally Recognised Accounting Practices (GRAP) and Generally Accepted Accounting Practices (GAAP). Duties and responsibilities: • Develop and oversee the implementation of and adherence to financial management policies, processes and procedures of the CETA • Develop and monitor the implementation of an effective financial management strategy for the CETA • Collate relevant data and develop the CETA’s budget in line with applicable policies, guidelines, laws and regulations • Oversee organisational expenditure and financial controls against the budget • Monitor legislative and regulatory developments and ensure total compliance with relevant laws, policies and regulations • Develop and maintain internal and accounting controls • Oversee the appropriate disbursement of mandatory and discretionary grants • Ensure proper cash flow management and all reporting in line with applicable guidelines • Compile Interim and Annual Financial Statements • Direct the organisation’s investment activities • Manage audit-related matters • Oversee the implementation of payroll functions • Oversee the accounting function • Identify and manage all financial and associated risks • Ensure adequate financial control arrangements and systems for the accountable delegation of financial powers, asset management, monitoring and evaluation, early warning and timely corrective action • Develop and facilitate the implementation of a Supply Chain Management System consistent with legislative and other good governance arrangements • Provide early warning based on regular financial assessments • Oversee the preparation and submission of annual financial statements and liaison with the Office of the Auditor-General • Manage the CETA’s relationship with critical stakeholders on the financial management front, notably National Treasury • Manage and develop the staff of the Financial Management Department. Provincial Officers (Re-advertisement) All-inclusive salary package: Negotiable Provincial Offices: • Mpumalanga (1) • Northern Cape (1) Reporting to the Provincial Coordinator, the incumbent will support stakeholders towards fulfilling their obligations in respect of the core business of the CETA. Minimum requirements: • A three-year qualification, preferably in a skills development field • At least three years’ experience in skills development or related endeavour • Demonstrable knowledge of SETA core business • Training as an assessor and/or moderator • Training and/or experience in the construction industry will be an added advantage. Duties and responsibilities: • Be responsible for overall implementation of the CETA’s Provincial Office’s activities • Contribute to the development and regular review of Provincial Office policies and procedures in alignment with the organisation’s policies and procedures • Assist with organisational risk management from a Provincial Office point of view • Support stakeholders towards compliance with the CETA’s policies, processes and procedures, rules and regulations and legislation pertaining to the organisation • Be responsible for capacity building in the CETA’s processes for provincial stakeholders • Develop, maintain and update databases of provincial stakeholders • Convene relevant provincial stakeholder meetings • Take minutes in provincial stakeholder meetings • Assist with the maintenance of proper records • Conduct, upon delegation, verifications, monitoring and evaluation • Assist the Projects Unit with the implementation of provincial projects • Perform, through the Provincial Coordinator, core business functions as delegated by relevant line specialists • Contribute to CETA compliance with the relevant policy, legislative, regulatory and reporting environment pertaining to it • Contribute to the Provincial Office reporting on its deliverables and processes. Specialist: Monitoring and Evaluation (Learning Pathways and Quality Development Specialist) All-inclusive salary package: Negotiable Head Office in Gauteng Reporting to the Core Business Manager, the successful candidate will head up and manage the Monitoring and Evaluation Unit of the CETA. The position entails post accreditation; monitoring and evaluation of training providers, workplaces and training; and assessment and moderation to ensure ongoing adherence to and compliance with the quality requirements of the CETA. In ensuring external entities’ compliance with the CETA’s requirements, the Specialist: Monitoring and Evaluation must also monitor and evaluate the CETA’s own compliance with its core business processes and procedures. Minimum requirements: • A three-year university degree or equivalent qualification, preferably in Monitoring and Evaluation, Quality Assurance or related field • A relevant postgraduate qualification, or evidence of study towards one, would be an advantage • At least three years’ experience in monitoring and evaluation, quality assurance or a related area • At least two years’ demonstrable experience in a supervisory capacity • Above-average understanding of SETA business • Understanding of the PFMA • Understanding of corporate management • Above-average understanding of the South African skills development environment • Training as an assessor and/or moderator will be an added advantage • Training and/or experience in the construction industry will also be an added advantage. Duties and responsibilities: • Develop the Monitoring and Evaluation Unit’s business plan • Ensure the development and responsible management of the Unit’s budget • Develop and review policies, processes and procedures pertaining to the monitoring and evaluation function of the CETA • Ensure the development of the Unit’s meeting agendas • Ensure minute-taking in the Unit’s meetings • Ensure the development of relevant requirements and criteria, and high quality and reliable templates and tools for the monitoring and evaluation of the CETA’s core business activities, both internally and externally • Ensure the provision of relevant information and support to all stakeholders and CETA staff members to ensure their compliance with the CETA’s monitoring and evaluation requirements • Ensure the monitoring and evaluation of accredited private and public providers, learning sites and workplaces, as well as learnerships, skills programmes, other learning pathways and training • Ensure that external moderation of assessment is conducted • Manage independent quality assurance experts used by the CETA • Ensure monitoring of the CETA’s own compliance with its core business processes • Ensure relevant training for staff • Report on the CETA’s monitoring and evaluation activities, both internally and to relevant statutory authorities • Participate, upon invitation, in the implementation of projects and programmes relating to the Construction Sector Skills Plan • Ensure the development and maintenance of databases relevant to monitoring and evaluation • Represent the CETA in and/or make inputs into relevant structures and forums, both inside and outside the organisation • Ensure CETA’s compliance with the prescriptions of relevant regulatory bodies and policies in relation to monitoring and evaluation • Conduct regular benchmarking exercises for internal quality promotion • Ensure organisational risk management from the Unit’s point of view • Manage the Unit, including human resource and other corporate functions. Supply Chain Management Administrator All-inclusive salary package: Negotiable Corporate Services Reporting to the Supply Chain Management Officer, the incumbent will provide administrative support for the organisation’s procurement of goods and services. Minimum requirements: • A Grade 12 Certificate and a post-Matric qualification in Procurement, Supply Chain Management/Administration or related discipline • At least two years’ experience in supply chain administration, procurement or related function. Duties and responsibilities: • Handle correspondence and enquiries relating to the Supply Chain Management Unit • Maintain the Unit’s records and files • Produce the Unit’s reports • Prepare the Unit’s meeting agendas and take minutes • Assist in database development and maintenance • Work hand in hand with Corporate Services on administrative issues pertaining to the Unit • Organise workshops and other events and functions of the Supply Chain Management Unit • Provide administrative support for the implementation of bid processes and procedures, including the development, evaluation and adjudication of bids; and contract management • Handle invitations and logistics of supply chain management committee meetings • Handle quantity management aspects pertaining to the receipt of goods procured by the organisation • Handle the receipt and recording of invoices and other documents by the Supply Chain Management Unit • Maintain records of relevant declarations and conflicts of interest • Work hand in hand with the Projects Unit on administrative aspects of projects-related procurement • Perform all functions as delegated by the Supply Chain Management Officer from time to time.
