Vera Institute of Justice released a report examining the effects of 2009 criminal justice reforms and the end of mandatory minimum sentences for low-level drug offenses in New York State. The research team compared cases pre and post-reform to assess changes in the use of jail and prison, rates of diversion to treatment, recidivism, and cost. [Researchers] found that drug law reform, as it functioned in the city soon after the laws were passed, led to a 35 percent rise in the rate of diversion among eligible defendants.
