Vermont Governor Peter Shumlin gave his budget address Thursday afternoon at the Statehouse. Shumlin said in his address that the state economy is doing much better now than when he was first elected four years ago. He says unemployment is down; jobs are up; and foreclosures and bankruptcies have dropped sharply. His plan relies on cutting some services, consolidating some programs and raising taxes for some by closing what he calls tax loopholes. The governor also outlined proposals in his address dealing with healthcare and education funding. A final budget will not be finalized until at least May.
