Via AIUDF Community --Admin AIUDF MP from Karimganj Shri Radheshyam Biswass maiden speech in Parliament while participating in the debate regarding the Union Budget. Radheshyam Biswas (Karimganj, Assam): Mr. Chairman, Sir, I would like to thank you very much for allowing me to participate in the Discussion on the Demand for Grant under the control of the Ministry of Road Transport and Highways for 2014-15. Sir, while I stand here to speak on behalf of my Party the All-India United Democratic Front, I cannot forget to express my gratitude to our Party Chief Maulana Badruddin Ajmal who has given me this chance to be a Member of this august House. Also, he has been encouraging me to deliver my maiden speech to highlight the issues and concerns of the people of Assam related to Road Transport and Highways. Road and railway lines are the two sources that connect Indian regions as well as Indian people with one another but unfortunately the condition of both these sources are extremely worse in Assam, especially in the Barak Valley region. I express my thanks to the hon. Finance Minister for allocating Rs.3,000 crore for the Ministry of Road Transport and Highways to construct roads in the North-Eastern States. At the same time, I would like to draw the attention of the hon. Minister towards a long-pending public demand for the construction of Dhubri-Phulbari Bridge over the river Brahmaputra which will connect the State of Assam and Meghalaya with the rest of the nation. But no amount has been announced in this Budget for the same. Our Party supreme Ajmal Sahib has been making all-out efforts for this project. Besides raising this issue in the House, he met the Ministers concerned, officials and other Government authorities to make sure the construction of this important bridge. The Union Cabinet has approved the project and the Ministry of Road Transport and Highways announced to start the construction but due to lack of money it is yet to be started. Sir, I understand this project needs huge amount of money and lots of time. Therefore, our Party demands that at least an initial amount should be allocated to start the work of Dhubri-Phulbari Bridge. As the people of my constituency Karimganj has sent me to this House, it is my duty to inform this august House about their issues and problems for better solution. The bad road condition of Karimganj and other districts of Barak Valley has made the life of lakhs of people miserable. At present, there are only two numbers of surface communication routes availed by Karimganj, Barak Valley and other States like Tripura, Mizoram and Meghalaya for linking with the rest of the part of the States as well as with the country.… (Interruptions) One road route is from Guwahati to Silchar via Jowai and Badarpur on NH 8; from Badarpur to Agartala via Karimganj on NH 6; from Badarpur to Sutarkandi via Karimganj on NH37 which is used for export and import with Bangladesh. The other road is from Badarpur to Lumding meter Gauge Railway route.… (Interruptions) As it is proposed that the mega block for gauge conversion of rail track from Lumding to Agartala will start from October 1, 2014, Badarpur to Jowai via Sonapur Highway will be the only option for all kinds of traffic including carriers of essential commodities. This will put heavy pressure of traffic on this damaged highway which will create various kinds of problems. I will now make my demands. Under these circumstances, we demand to take the following actions immediately: Strengthening of National Highway Nos.8 and 6 from Badarpur to Jowai and Karimganj to Churaibari; completion of 4-lane road from Silchar to Sourastra via Dima-Hosao district; use water bodies via Bangladesh during the period from May to September while the Barak River remains with full of water; and opening up the road from Karimganj to West Bengal border via Bangladesh. I support the Demands for Grants under the control of the Ministry of Road Transport and Highways for 2014-15 and request the hon. Minister to include our demands. With these words, I conclude.
