Via the wonderful Naomi... Here we go BINGO to Ross Parke. Read the last graf buried way down -- governments dont have to cal referenda, referenda can be called by citizens via their local councils. So..Scotland if you WANTED to initiate a referendum -- for instance to have the votes recounted by international observers or to revote -- you can initiate it via local councils. If you got a systematic campaign to initiate on a lot of local councils….well there you are. Effectively a national recount or revote or a new national referendum WHENEVER YOU WANT ON WHATEVER YOU WANT. You just have to coordinate it locally. We do this in the US with state by state campaigns for a national issue
