Videos: Kemp, TX police chief Jimmy Council & deputy Matthew J. Hinds beating and pepper spraying a man for filming him and questioning a traffic stop. As it turns out, the radar in the police car is not certified and inaccurate. The story doesnt end there, Chief Jimmy Council then arrests the man for 2 counts of assault on a peace officer (felony), and has Kaufman Co. deputy Matthew J. Hinds go along with his lies even saying the man assaulting deputy Hinds. The chief is seen on one video rubbing his elbow on the hood of the victims truck and then notes it in his report that he was injured in the struggle. After languishing in limbo for almost two years, the DA in Kaufman County finally got around to looking at the videos and evidence and dismissed the felony assaults on a peace officer, but refused to address the false reporting criminal perjury done by the two corrupt officers. A deal was proposed by the DA that no further prosecution of the victim would occur IF the victim agreed to not sue Chief Jimmy Council, a federal lawsuit was filed and weeks later the DA re-charged the victim with misdemeanor resisting arrest. In one video you can see the disgusting cops acting ridiculous while the victim is laying cuffed on the ground asking for water to get the pepper spray out of his eyes. Interestingly enough, Chief Jimmy Council has quite a rap sheet himself, from bad checks, assault and more. He is well known for his criminal antics, from making up a story about falling into a well to attempting suicide in a drunken stupor when a girlfriend told him she was leaving him and beating women. Even will all of that he remains a police officer in the State of Texas. Kaufman County and Kemp, TX is a cesspool of corruption, perhaps its time for the great citizens who live there to stand up and demand better.
