Virginia Public Colleges See Decline in Enrollment More than half of Virginias public colleges and universities have seen a decline in enrollment this academic year according to a report by the State Council of Higher Education for Virginia. Enrollment at public institutions dropped from about 214,000 to 213,000, but enrollment jumped at private institutions from 131,000 to 135,000.
