Vision 2020. Reduce avoidable (preventable and/or treatable) blindness by providing good quality, accessible and sustainable eye care services to the population. Specific Objectives: 1 Increase the National CSR from the present 300 to 1000 by the year 2005. .2 Eliminate waiting lists for cataract blind patients in the secondary and tertiary eye care centers of the country within 5 years. .3 Increase ECCE + IOL implantation procedures to 50% by the year 2005, to improve the quality (visual out-come) of cataract surgeries in the county. .4 Establish a cataract and TT surgery auditing system to monitor quality and quantity of cataract and TT surgery provision by the year 2002. .5 Complete mapping of blinding trachoma in the county by the year 2003. .6 Perform 178,000 TT lid surgeries in the country within 5 years. .7 Reduce 50% of active trachoma in the county with antibiotic treatment and by encouraging personal/environmental hygiene, by the year 2005. .8 Raise the coverage of community sensitization and mobilization/participation to 50% by the year 2005 .9 Train 3000 teachers to screen refractive errors among 12-18 years old in the country by the year 2005. .10 Provide 397,850 pairs of spectacles to correct refractive errors among 12-18 years old in the country within the 5-year plan. 11 Ensure vitamin A capsule distribution by the EPI+ program at least to 50% coverage of children under 5 years. .12 Increase local eye drop production and distribution to 630,000 bottles by the year 2005. .13 Increase local production and distribution of aphakic and reading pairs of spectacles to 105,000 pairs by the year 2005. .14 Prepare at least 4 types of IEC materials and distribute to all regions of the country. 15 Organize and conduct a National Survey on prevalence and causes of blindness and low vision within the 5 year plan. 16 Organize and conduct at least 4 community-based surveys/studies in each Region. .17 Organize and conduct at least 9 meetings/workshops in each region within 5 years of the plan. .18 Supervise eye care institutions of the Districts at least twice per year. .19 Train at least 28 ophthalmologists (of which 5 sub-specialty), 49 cataract surgeons, 130 ophthalmic nurses, 13 Federal and Regional PBL. coordinators, 625 TT-surgeons, 38 equipment technicians, 22 optometry technicians, 19 LEDP technicians, 12 spectacle technicians, 38 low vision technicians. .20 Train 2550 integrated eye care workers (IECWs), by organizing and conducting Regional workshops/seminars at least twice per year. .21 Establish 71 new PEC units and develop 144 PEC out-reach (temporary) sites by the year 2005. .22 Up-grade 16 secondary eye care units, establish 9 new secondary eye care units and develop 66 out-reach (temporary) cataract surgical units by the end of 2005. .23 Provide 196 packages (includes 588 minor sets for TT-surgery) and 36 packages (includes 108 cataract sets) to regions within 5 years. 24 Establish one Rehabilitation/Referral Center for low vision by the year 2005. .25 Establish one National Eye Bank within the 5-year plan.
