Vote explanation: H.R. 1422, H.R. 4012, H.R. 4795 Friday the House considered three science and energy related bills: the EPA Science Advisory Board Reform Act (H.R. 1422), the Secret Science Reform Act (H.R. 4012), and the Promoting New Manufacturing Act (H.R. 4795). I voted against all three bills because they weaken environmental protections and undermine the Environmental Protection Agency’s (EPA) ability to issue and enforce new environmental protection guidelines based on sound scientific research and data. The three bills would: -H.R. 1422: Establish a new process for selecting members of the Science Advisory Board (SAB), which provides scientific and technical advice to the EPA during the development of new environmental protection standards. The new selection process would make it more difficult for the EPA Administrator to appoint subject matter experts to the SAB thus weakening the scientific independence and integrity of the Board. -H.R. 4012: Prohibit the EPA from proposing, finalizing, or enforcing new environmental regulations unless the agency makes public all of the information it used to develop the new rule, including legally protected information such as personal health records or other confidential business data. This would limit the type of scientific data the EPA relies on when making a decision on how to protect our environment. -H.R. 4795: Prevent the EPA from strengthening the Clean Air Act and weaken the agency’s ability to hold companies accountable for how much air pollution they emit. All three of these bills passed the House, but the Senate is not expected to take them up and the President indicated he would veto all three.
