WANTED: PUBLIC HEALTH WORKERS By Dr Melvin G Mabalay The Cebu Provincial Government is hiring nurses & doctors to fill the vacant positions in the plantilla of Cebu Province`s 16 district hospitals. Her outsourced nurses & doctors contract for services under an agency Five Star expired on December 31, 2013. These public health workers are still there working in these primary care facilties yet their applications as casual or regular employees awaits Cebu Governor Junjun Davide`s approval. The reason for the delay is this. Once the Cebu Governor affixes his signature on their appointments, he`s bound to follow by law the implementing rules & guidelines of RA 7305 known as the Magna Carta for Public Health Workers. Wherein nurses & doctors are given hazard pay on top of their basic monthly pay, cash gift & 13th month pay, on-call pay, night differential, etc. Never mind if the previous administration under former Cebu Governor Gwendolyn Garcia failed to implement RA 7305. They will have to pay for dereliction of duty & violation of RA 3109 known as the Graft & Corrupt Practices Act.
