WARNING: Every person that grins in your face and claims they love your child…TRUST!!! People do lie and if only you would check behind those closed doors you will find the real facts out…PEOPLE if you don’t want the child that’s not yours anyway, turn them over to someone that truly loves and wants the child. KARMA will knock on your door if it hasn’t been there lately or already. I’m still appalled about this ‘crisis’. I worked for the state many years ago in the foster care and adoption dept. CHURCH FOLKS, GRANDMOMS would show their teeth in front of the system however they would dog the child out before they clear the parking lot. That’s what Debbie Muskelly recalls see¬ing when she viewed the body of her 3-year-old daughter Monday at Winn¬field Funeral Home in Shreveport. Rizcheir Muskelly died last week from what authori¬ties have described as blunt¬force trauma. Accused in her death is a woman her mother says never had custody of the child. “I gave her provisional (custody by mandate) of my children,” Muskelly, 38, said. “I only wanted her to look af¬ter them while they were with my oldest daughter, not keep them.” Nor did Tarika Wilson, 32, have permission to move them into her home, Muskel¬ly said Monday. “My oldest daughter was 18 when I went to jail, and she was trying to care for a 6-month-old, a 2¬year-old and the other girls, 3 and 4, all by herself. All Tari¬ka was supposed to do was help them. That’s it.” Wilson and Muskelly met while both were in a Louisi¬ana prison. Upon her re¬lease in Octo¬ber, Wilson got the girls from the older sister and cared for Rizcheir and her two sisters for months while their mother served time in a Virginia correction¬al facility. Shakira Muskelly later filed a police report alleging that Wilson took her younger sisters using a “fake power of attorney,” according to Shreveport police records. Police informed Shakira Muskelly that child custody is a civil matter, the records show. “I did everything I could to get them back, but I couldn’t,” Shakira Muskelly said. “I tried to contact my mom but I couldn’t, I didn’t know how. And every time I saw my little sisters, they would always tell me they wanted to come home.” Provisional custody by mandate merely is an agree¬ment between two parties, former Caddo District Judge Woody Nesbitt said. It gives temporary custody to anoth¬er person and allows them to make decisions for the child/ children. It’s not a court decree; therefore, the court isn’t involved. But it’s a valid document accepted by schools and other agencies and can be terminated by the parent at any given time, Nesbitt said. There is no way to trace the document. Wilson faces a charge of second-degree murder. Police believe she beat Rizcheir with an extension cord June 17 then brought the unresponsive toddler to the hospital. Doctors pronounced the child dead a short time later. Three days later, a judge ordered that Debbie Muskelly be released early from prison. Now she is fighting for custody of the other two girls for whom Wilson cared and who recently were temporarily placed with their father. “I’m not a bad mother,” Debbie Muskelly said. “I was in jail for greed. I just did what it took to take care of my children. I didn’t kill anybody, and I didn’t hurt anybody. I just took things to make sure my kids had what they need.”
