WE DIDNT KNOW KABIMBA SMUGGLED KENYANS INTO ZAMBIA DURING 2011 ELECTIONS AND WE DONT KNOW WHAT TO DO- IMMIGRATION DEPT The Immigration Department has expressed ignorance about revelations by Justice Minister Wynter Kabimba that he smuggled Kenyan nationals into the country to help the Patriotic Front conduct the Parallel Voter Tabulation (PVT) during the 2011 general elections. Smuggling foreigners or goods into Zambia is a criminal offence. Smuggling can be described as the illegal facilitation of entry into Zambia either secretly or by deception (whether for profit or otherwise), or the clandestine transportation of goods or persons past a point where prohibited, such as across an international border , in violation of applicable laws. Immigration Department Spokesperson, Namati Nshinka has told Qfm News in a telephone interview that the Department has also only learnt of the revelations through the media. By nature smuggling is clandestine and meant to elude immigration so Nshika is right the Zambian immigration didnt know. But now they know and need to act. Mr. Nshinka says at this stage, the Immigration Department has not made any decision whether or not to institute investigations into the claims. He was also reluctant to comment further on the matter, and could not state whether the Immigration Department will pursue the matter further. Mr. Kabimba who recently made revelations has however challenged those calling for his arrest to state which law he broke. And that is why people say Kabimba is a dull lawyer. If as minister of justice he doesnt know which law smugglers break, then we wonder what he knows.
