WEATHER Update Via GMA news Signal No. 3 raised in Isabela, Cagayan as ‘Luis’ intensifies into typhoon September 13, 2014 11:27pm Isabela and Cagayan provinces were placed under Public Storm Warning Signal No. 3 on Saturday night as Tropical Storm Luis (Kalmaegi) intensified into a typhoon and continued moving toward the Cagayan-Isabela area. PAGASA said in its 11 p.m. advisory that Luis was estimated to be 290 km northeast of Virac, Catanduanes as of 10 p.m. Luis packed maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph, and is expected to move west-northwest at 20 kph. Typhoon Luis is expected to be 86 km southeast of Tuguegarao City. By Sunday evening, it is forecast to be 413 km west of Laoag City or outside the Philippine Area of Responsibility. It reminded those living in coastal areas under Signals 2 and 3 to be alert against storm surges, which may be up to two meters tall. PAGASA said Luis may bring rainfall of 8 to 20 mm per hour (heavy to intense) within its 500-km diameter. It also said the combined effect of Luis and the Southwest Monsoon will bring moderate to occasionally heavy rain and thunderstorms that may trigger flash floods and landslides over Bicol and the provinces of Samar and Quezon. Light to moderate rain and thunderstorms over Metro Manila, the rest of Luzon and Visayas.
