AND GIVEN THE LIFETIME ACHIEVEMENT AWARD Lauded by Gregory Peck, Dylan is given the Kennedy Center Honors Lifetime Achievement Award at a ceremony in The White House by president Bill Clinton. Among the other artists to get the award this year is Lauren Bacall. Later the same day there is a three hour concert at the John F. Kennedy Center Opera House. Dylan does not perform.
