WHATS THE FIRST THING THE PROVISIONAL GOVERNMENT DID? ACTS OF THE PROVISIONAL GOVERNMENT OF THE HAWAIIAN ISLANDS. ACT 1. Belating To The Powers And Duties Of The President And Executive Council. Be it Enacted by the Executive and Advisory Councils of the Provisional Government of the Hawaiian Islands: Section 1. All powers heretofore by law vested in, and all acts and duties required of, the Sovereign of the Hawaiian Kingdom, shall hereafter be vested in and performed by the President of the Provisional Government of the Hawaiian Islands, subject to the terms of the Proclamation; provided, however, that the veto power shall only be exercised upon the written approval of two other members of the Executive Council. Section 2. All powers heretofore by law vested in, and all acts and duties required of, the Cabinet of the Hawaiian Kingdom, shall hereafter be vested in and performed by the Executive Council of the Provisional Government of the Hawaiian Islands, subject to the terms of the Proclamation.
