WHATS WRONG WITH THE UPPER KEDRON DEVELOPMENT? The Upper Kedron development should be at least referred to state government for these 3 reasons; 1.City Plan 2000 Subdivision Code 5.2.2 Where in the Environmental Protection Area, Rural Area or a Very-Low Density Residential Potential Development Area identified in a Local Plan, Acceptable Solution A7.2 (Ch. 5, pg 235) requires “Each Building Location Plan: • is no more than 30% of the site • is outside waterway corridors, habitat areas, ecological corridors and landscape features (not in a Potential Development Area) • is outside critical habitats, Schedule 2 sites and Schedule 5 regional ecosystems identified in the Natural Assets Planning Scheme Policy • is not within 20m of any other building location plan or dwelling, or within 10m of a lot boundary” I refer you to the attached Map B from the Ferny Grove / Upper Kedron Local Plan. You will see the orange hatched area on the south eastern corner of the map which identifies a Habitat Area / Ecological corridor. This area / corridor is listed in City Plan 2000 Appendix 2, Natural Assets Planning Scheme Policy, Schedule 2 (p127) as the Keperra Saddle. At least 175 of the 180 “approved” housing lots in stages 2A, 2B, 2C & 2D are located illegally within this area / corridor. 2. Section 2.3.1 of the Ferny Grove / Upper Kedron Local Plan (Ch. 4, pg 318) describes the potential type of development as “Very-low density residential development south of Cedar Creek”. The following are the density figures, for the proposed stages: Stage Dwellings / ha Avg lot Stage Dwellings / ha Avg lot Stage 1A 5.53 517.3sqm Stage 2A 6.52 593.6sqm Stage 1B 11.24 446.7sqm Stage 2B 10.11 589.0sqm Stage 1C 8.97 461.1sqm Stage 2C 8.51 604.8sqm Stage 2D 6.55 873.2sqm These figures do not suggest “very-low” density. As a guide to what council believes very-low density to be, in the Ferny Grove / Upper Kedron Local Plan within City Plan 2014, it suggests 5 dwellings per hectare. The average lot sizes in Stages 2A, 2B, 2C & 2D are also increased with the “larger” lots that contain bushfire buffer zones which cannot be built on. The majority of these lots have less than half the advertised size for the owners to build on. 3. Also on Map B from the Ferny Grove / Upper Kedron Local Plan, you will see the Future Transport Corridor Investigation Area. Section 2.4 (Ch. 4 pg 318) states “A future transport corridor investigation area, identified in Brisbane City Council’s ‘Transport Plan for Brisbane 2002-2016’, has been shown to the west of the Local Plan. Development is not to prejudice this future transport corridor investigation area.” The approved development ignores this corridor. Thanks Theon.
