One of the most impactful transformations that any country can experience; is devolution. By definition, devolution is a form of decentralisation really, as it entails the constitutional granting of powers from the central government of a sovereign state to government at sub-national level, such as regional or local level. Such a process of decentralisation and devolution can be a gradual, incremental process, or, as only the bravest will attempt, can be done at once. Kenya opted for such a ‘big bang’ approach in what can most probably be described as one of the most ambitious, elaborate and cataclysmic systemic overhauls the world has ever seen. In one go, Kenya’s eight provinces, more than 280 districts and 175 local authorities were replaced by forty-seven brand new counties. This controversial topic will be at the heart of the keynote speech of Mr Kinuthia Wamwangi: Chairman of the Transition Authority in Kenya at the 2013 ACMP Africa Change Conference: ‘All Eyes on Africa.’ And when it comes to the subject of change, Mr Wamwangi can no doubt be regarded as an expert as he was amongst other, formerly the Senior Programme Officer for the Municipality Development Partners for Eastern and Southern Africa (MDPESA), responsible for a World Bank supported decentralisation initiative covering 25 countries in Eastern and Southern Africa. Set to take place from 10-11 October 2013 at the Safari Park Hotel and Casino in Nairobi, the objective of this industry leading change conference is to explore how Change Management is positioned to contribute to the Transformation, Engagement and Performance of Democracies, Economies, Governments, Public institutions, Private sector and Public Partnerships- across and beyond Africa. The other keynote speech of the event will be delivered by Mr Mugo Kibati, the Director General, Kenya Vision 2030 Delivery Secretariat. The Kenya Vision 2030 Delivery Secretariat is responsible for spearheading the implementation of Vision 2030 – The national strategy aimed at transforming Kenya into a newly industrialising country capable of providing a high quality of life for all its citizens by the year 2030.
