By definition, devolution is a form of decentralisation really, as it entails the constitutional granting of powers from the central government of a sovereign state to government at sub-national level, such as regional or local level. Following devolution; the devolved territories will have statutory power and thus be able to make their own laws that are relevant to their areas. In one go, Kenya’s eight provinces, more than 280 districts and 175 local authorities were replaced by forty-seven brand new counties. This controversial topic will be at the heart of the keynote speech of Mr Kinuthia Wamwangi: Chairman of the Transition Authority in Kenya at the 2013 ACMP Africa Change Conference: ‘All Eyes on Africa.’ And when it comes to the subject of change, Mr Wamwangi can no doubt be regarded as an expert as he was amongst other, formerly the Senior Programme Officer for the Municipality Development Partners for Eastern and Southern Africa (MDPESA), responsible for a World Bank supported decentralisation initiative covering 25 countries in Eastern and Southern Africa.
