WHISTLE-BLOWERS AND PILs: A few days ago, the Honble Chief Justice issued instructions that a person, who files a PIL, must state in it as to what is his source of living, on which he survives, and should also enclose with the petition, proof of his income. Frankly speaking, I was baffled. What is the relationship of source of income with object of PIL, if otherwise the PIL is filed for a good cause. I got an answer to this question today suddenly, when, a well known activist from Samrala Tehsil, came to me for filing a PIL on some matter relating to his village. I was shocked when-on enquiring-he disclosed to me that he survives on incom dervied by him from shamlat land, which is unauthorisedly in his possession. Obviously, I declined to entertain him. The concerned activist had got security also some months back, after he had blown whistle for a good cause against some typical mafia. He has now got a notice to hand over the vacant possession of shamlat land, which is in his unauthorised possession.
