Kenyas salaries for government officials is still the highest in the world yet most of Kenyans earn less than US$ 2 (KSH 170) a day. We simply have misplaced priorities. In the neighboring Uganda, a police constable earns about KSH 8.000 (per month exempted from taxations), while a secondary school teacher earn about KSH.24,000 per month, a military cadet (Makerere) University graduate from the rank of second lieutenant (or jiwe moja in mtaani language) earns US$380 (ksh.32,300). Believe me, a Kenyan Police Constable salary is equal to a Uganda 3 star Army General. Kenya spends more money on salaries, 7.8 per cent of Gross Domestic Product than Tanzania (6.3), Uganda (3.9) and Rwanda (3.9). Burundi is the worst committing 11.3 of its GDP in paying salaries.
