WINTER WEATHER ADVISORY FOR TOBYHANNA ARMY DEPOT A wind chill advisory is now in effect from 5 p.m. this afternoon to 1 p.m. Thursday. Wind chills will drop to 15 to 20 degrees below zero. Northwest winds of 20 to 30 mph with gusts of 35 to 40 mph will begin this afternoon and continue into this evening. The lowest wind chill values are expected to occur tonight and early tomorrow morning. Impact: the combination of an arctic air mass combined with gusty winds will result in dangerous wind chill values. Precautionary/preparedness actions: A wind chill advisory means that very cold air and strong winds will combine to generate low wind chills. This may result in frost bite and lead to hypothermia if precautions are not taken. If you must venture outdoors, make sure exposed skin is covered.
