The Congress IS NOT allowed to spend money ON ANYTHING or have ANY POWER of making any laws whatsoever that isnt itemized under Article I Section 8, pursuant to the Supremacy clauses of Article VI clauses 2 and 3, as well as pursuant to our Ninth and especially our TENTH Amendment laws. Furthermore, Congress is NOT allowed, according to neither the Constitution nor the Supreme Court of the United States to levy direct Income Taxes on the labor of any American unless apportioned.
