WTSA morning news A South Londonderry Vermont woman has been jailed on charges of reckless endangerment and domestic assault. State Police were called to respond to an incident at a South Londonderry address , where they arrested 18 year old Priscilla Lancaster. She was ordered held until arraignment in Brattleboro this afternoon. A top Vermont telecom regulator says the states dominant landline phone company continues to be plagued by outages. But Jim Porter of the Vermont Department of Public Service says numbers of phone outages on the FairPoint Communications system are not tracked as closely as those seen by electric utilities. Porter says his department has received about 600 consumer complaints about phones being out of service since FairPoint workers went out on strike in October Customers of Public Service of New Hampshire will likely pay an extra $5 to $6 per month for electricity starting in January. The Public Utilities Commission must approve the rate increase, submitted by PSNH on Monday. The increase is higher than PSNH officials predicted it would be in September, but significantly lower than rate increases from Liberty Utilities or Unitil. Both companies electric prices are nearly doubling this winter, to about 15.5 cents per kilowatt hour. PSNHs rate, in contrast, is jumping from 9.87 to 10.56 cents per kilowatt hour. PSNH customers use an average of 600 kilowatts of energy per month, which will cost about $114 per month. PSNH is isolated from the large rate spikes its competitors face because the utility generates most of its own energy. Brattleboro select board members will hear from the police fire committee, and the pay as you throw committee tonight. Board members are also scheduled to endorse a two year contract with a new administrative bargaining unit.
