Watching the congressional hearing on the Affordable Care Act. As a litigator, the rules under which these hearings operate drive me up a wall, since they dont seem to be geared towards getting at the truth. Each Congressman gets five minutes with a given witness. In most cases, they spend a good deal of their time (occasionally the entire five minutes) making a speech, and only a limited time on actual questions. On the rare occasions when the questioner is beginning to get to a good point with a witness, the time is inevitably up and they have to stop. Who devised these rules?
