Water Billing - this financial year, the City of Gold Coast has been required by State legislation to change from bi-annual billing to quarterly billing. Your water bill is broken into several components. The first component is the Fixed Access charges for the Water and the Sewer networks (most, but not all residents will be on both networks; for example some residents will be on the Water network and use bio-cycle or similar systems to dispose of waste). The fixed access charges for these two networks increased by approximately 3% between this Financial Year and the last Financial Year. The fixed access charges are billed for the current quarter (i.e. the current bill due in November is for the period 1st October to the 31st December) The 2nd component is volumetric and is based on the amount if water consumed between meter readings. This component is paid in arrears for the water consumed between meter readings (in the example in the photo attached the December quarterly account is for a meter reading taken for the period between the 10th April and the 10th July 2014). This component is split between the wholesale cost of the State Government supplying the bulk water and the retail price of the Local Government distributing the water through the network to your home. Over the past three years the City controlled retail component has increased by CPI (approximately 3%). The State controlled bulk water price increased by 9.7% last year (and 11.3% the year before). As the attached four bills show the drivers for increases to your water bills are:- - Gold Coast City components (CPI); - State Government bulk water (around 10%); - Volume of water actually consumed. In addition, due to the timing if the quarterly billing cycles and the reading of water meters for some owners will see - in this financial year only - the billing for up to 450 days of water consumption. In the billing examples shown here the average daily cost of water and sewer - for this residential property - was about $3.48 per day last financial year, and will be approximately $4.17 per day in this financial year (due largely to an increase in water consumption, the increase in bulk water pricing and in this example the billing for an extra 84 days of water already consumed...).
