Water Contact Advisory - posted 5/22/2014 The Cecil County Health Department has issued a water contact advisory for the North East Beach area of Elk Neck State Park, due to higher than normal bacteria levels. Park patrons are advised to stay out of the water if they have cuts or open wounds in their skin, a compromised immune system due to illness, or have young children. If you do go swimming, wash thoroughly with anti-bacterial soaps as soon as you get out of the water.
