Ways to solve Kurdish problem Recent events in Kurdistan have been covered much. On the one hand people get timely information of the situation connected with war against ISIL fighters. On the other hand, issue of non-admittance of similar incidents in the future has not been touched. Yesterday Shangal was under fire, today – Kobani, tomorrow any other region can be taken by the same Tragedy. Where is the way out? Who can give guarantees of safety to Kurdish people? No country, no political force can answer these questions. There is no scientific analysis of existing situation in all four parts of Kurdistan. This is our calamity because ways to solve Kurdish problem cannot be found without definite analysis. Both internal and external factors affect Kurdish problem. Political parties must focus their efforts on solution of internal factor of Kurdish problem. Internal factor is of paramount importance, external one cannot be solved in favor of national movement without solution of the former. In the previous articles “Situation in national movement”, “Situation in political parties” I gave full characteristic to situation in Kurdish society. It is easier to find a remedy to disease when diagnosis has been made. Diagnosis has been made for Kurdish problem, medicine to treat it is known, but there is no decent doctor. Political council is a doctor in our case – the uniform political body of national movement. Without formation of such body Kurdish people will be walking on a swamp for at least 15 years. Political council is the guarantee of national unity making up our power and force. Kurdish people, as never, need one administrating and coordination body. Creation of political center will enable use to solve the internal factor of Kurdish problem and to begin work over external factor. In solution of Kurdish problem we have sufficient possibilities and forces abroad including diasporas, friends of Kurdish people who often lobby our national interests. The following fact shall be emphasized: yesterday one of political leaders stated that after the war is ended fighters of Working party of Kurdistan shall leave from Shangal, today another party leader said that partisans of Democratic party of Iran Kurdistan shall stop military activities against Iran along the border of Iran Kurdistan. I am sure that after finishing armed confrontation with ISIL leaders of Syrian Kurdish parties will ask peshmargha to leave the territory of Syrian Kurdistan. By these statements our individual leaders express will and hostility of historical foes in relation to Kurdish people. Can Kurdish state be created based on such positions? Of course, no. People have not realized the real situation yet as patriots have subordinated their will to political parties. Kurdish problem is being solved not by people but political parties. History is created by personalities, not by people. In connection hereof it shall be said that task of each patriot is to persuade political leaders in necessity to convene General Kurdish Congress for election of Political Board and Executive Committee. Quantity content of delegates shall be equal from every part of separated Kurdistan and fifth part of delegates shall be formed from representatives of Kurdish diasporas from all countries. Moreover, representatives from all international organizations and representatives from series of countries and mass media shall be invited to participate in Congress operation. Political board is a temporary government of separated Kurdistan. Political board shall work out the Charter and Program with specified rights, liabilities, responsibility of its members and functions of Executive committee sections, as well as its objectives and tasks. Place of Political Board and Execute committee dislocation is Embril city. Regional government of Iraq Kurdistan shall allocate them office facilities and transport, provide employees of Executive committee with accommodation and pay for their business trips and other expenses. Kurdish society shall know that convening General Kurdish Congress much depends on two parties – Democratic party of Kurdistan and Working Party of Kurdistan. Leaders of both parties shall carry out historic mission timely until Nauryz celebration in 2015. Members of Political Council shall operation under rotation system, i.e. every six months one of them shall head it. Either Political Council shall be headed by two co-chairmen of it. Member of Executive Committee sections shall operate on a constant basis and are appointed by Political Council jointly with head of Executive committee. Executive committee is accountable to Political Council. As for content of Political Council and Executive Committee the following variant is proposed: Political Council – 7 people, one from each leading party. Administration of Executive Committee – 29 people, elected not only from the Party, but from authorized patriots as well. Every member of Executive Committee shall in charge with one of its sections. Executive committee shall have 26 department and totally include 145 employees: 1. Department of External Policy 7 people 2. Department of Internal Policy 7 people 3. Department of Defense and Security 4 people 4. Department of Justice 4 people 5. Department of Economics and Investment 4 people 6. Department of Transport and Communication 4 people 7. Department of Power Engineering and Water resources 4 people 8. Department of Sport and Tourism 7 people 9. Department of Language and Literature 4 people 10. Department of Culture and Art 4 people 11. Department of Science and Education 4 people 12. Department of Health Care 7 people 13. Department of Industry and Agriculture 4 people 14. Department of Business and Trade 7 people 15. Department of Construction 4 people 16. Department of Mass Media 7 people 17. Department of Finances and Accounting 4 people 18. Department of Social Security and Employment 4 people 19. Department of Human Resources and Specialists 4 people 20. Department of work with women 4 people 21. Department of work with youth 4 people 22. Department of Religions 4 people 23. Department of communication with diasporas 23 people 24. Organization department 6 people 25. Translation department 6 people 26. Department of letters 4 people (applications, statements or complaints) Department of communication with diasporas shall include representatives of Kurds in foreign countries of 23 people total: 1. India 1 person 2. Afghanistan 1 person 3. Lebanon 1 person 4. European countries 6 people 5. America 1 person 6. Russia 2 people 7. Ukraine 1 person 8. Georgia 1 person 9. Armenia 1 person 10. Azerbaijan 1 person 11. Turkmenistan 1 person 12. Kyrgyzstan 1 person 13. Kazakhstan 2 persons 14. Israel 1 person 15. Other world countries 2 persons Dear compatriots! Believe, the proposed variant is the only and true way to solve Kurdish problem. In this case there is single start, national integrity is formed and inter-party agreement is reached. People shall support the proposed variant and do their best for its implementation. We are all obliged to support this idea as there is no other alternative. Long live the national unity!
