We are all sport fishermen. Here in New England, anyone can go after the giant bluefin tuna including the recreational anglers they just cant keep it due to federal permit regulations. Anyone can obtain a NMFS permit and be in one of the Categories( general category , charter head boat and harpoon category ) you just need to provide all the necessary equipments required by law to go offshore and have your vessel federally documented. Also, any angler can still go after those giants by hiring a charter boat but still due to federal regulations , the captain and crew wont let you keep a tuna unless it under 72inches which is not considered a giant. So its not about being a commercial fisherman catching all the fish , its the good fisherman that catches and lands all the big fish using the right tackle and knowledge. Remember, you cannot buy any information but you can earn the respect of every fisherman that will provide you good information. No offense taken and no pun intended my fellow noypi anglers .
