We are still blaming the consistent flooding in Accra on building on waterway or building permit? Are the places which get flooded in the north built on waterway or low-laying areas? Are all low-laying areas, waterways? To prevent flooding, you must consider the amount of rainfall received, the surface nature it falls or flows on, the geological nature of the area to absorb, retain or drain water, the drains to direct the excess water to flow out easily and quickly, and topography of the local area. Venice is on water. Holland is below sea level. Parts of London, New York and other planned cities have been flooded before. But not as frequently as we have it. If you give water storage place or flowing route, there will not be flooding.
