We call on the UN to establish a special mission to the Crimea, identifying legal and other mechanisms for its constant presence in the Crimea. (Summary of Remarks by the Chairman of Mejlis of the Crimean Tatar people Refat Chubarov at the First International Conference on Indigenous Populations) New York, UN Headquarters, September 22, 2014 Madam Chair! Dear participants! On behalf of the Mejlis of the Crimean Tatar people - the highest representative body of the Crimean Tatar people, welcome all participants and join the already sounded congratulations on the occasion of the adoption of the Outcome Document. As part of a huge international community of indigenous peoples, we are certainly glad the success of each of the indigenous peoples and sincerely worried about the fate of the indigenous peoples, whose rights and interests continue to be ignored. The success of our joint activities within the UN to ensure the rights of indigenous peoples are obvious. However, we are faced with new challenges and new threats to the development and future of indigenous peoples. Crimean Tatars - the people affected by 1944 total deportation from their homeland and return to their lands became possible before the collapse of the Soviet Union and coincided with the emergence of an independent Ukraine. In this case, the return and settlement for 23 years took place in a very complex and contradictory conditions, but we are hopeful. As part of the Ukrainian political nation, together with Ukrainian citizens of different nationalities Crimean Tatars were made in November 2013 - February 2014 against political and economic corruption, supported European integration requirements of the Ukrainian society. Our hopes for the restoration of their rights were canceled out at the end of February - March 2014 as a result of events shocked the world - the occupation and annexation of the Crimea by the Russian Federation. It is very difficult to count on the rights of indigenous peoples in the case where the entire legal basis of the international order and the power of multilateral and bilateral treaties and agreements were threatened with total destruction. Crimean Tatars - the indigenous people of the peninsula, came out openly against the occupation of the Crimea, were now the most vulnerable group. De facto, the Crimean authorities have launched a systemic discrimination against Crimean Tatars on racial, ethnic or religious grounds. Repression becomes threatening the life or security of the Crimean Tatars scope and nature. In their series of kidnappings and disappearances, banditry on the Crimean Tatar and Ukrainian civil society, mass searches of the houses and in mosques, madrasas, libraries and schools. De facto, the Crimean authorities have set out to destroy the National Institutes of Crimean Tatar people - Kurultay of the Crimean Tatar people and the Mejlis of the Crimean Tatar people, operating in full compliance with the principles of the UN Declaration on the Rights of Indigenous Peoples. Without exaggeration, in the attitude of the Crimea and Crimean Tatars again, but in the XXI century, the Russian Empire returned doctrine Crimea without Crimean Tatars, adopted to implement the UN member states - the Russian Federation. Our suggestions: 1. We join the claims of other indigenous peoples to confer representative institutions of indigenous peoples in the status of permanent observer to the UN system. 2. We support the proposal to establish a special UN body with a mandate to promote, protect and reporting rules for the Activities of States in the exercise of the rights of indigenous peoples. However, in the case of the Crimea and in connection with threatening to the safety and life of the Crimean Tatars circumstances we can not wait for such a body is created. Accordingly, we call on the UN to establish a special mission to the Crimea, identifying legal and other mechanisms for its constant presence in the Crimea. We are grateful to the Parliament of Ukraine for making decisions on Ukraines accession to the UN Declaration on the Rights of Indigenous Peoples and the recognition of the Crimean Tatar people in the status of indigenous people of Crimea.
