We face five years of shocking cutbacks with public spending set to sink to levels not seen since the seventies. Some government departments could be forced to make spending reductions of 50 per cent. The bulk of local government spending is on education and social care. Only about 40 per cent of cuts have been carried out so far, there is another 60 per cent to come. Public spending will fall from £5,650 per head in 2009/10 to £3,880 in 2019/20. The Block Grant of spending that Scotland receives from Westminster will have been slashed by 20% in real terms between 2009 and 2019.
