We have decided to take forward Capacity Building in the State to a higher level by taking the policy decision to train all unskilled and unemployed manpower in the next 5 years to make them highly skillful and employable work force. Subsequently, Job Guarantee Scheme as in Gujarat will be implemented. Henceforth, all kinds of trainings, except for those that will be imparted to government officials, will be imparted through the State Institute of Capacity Building. In addition, Vocational College will be established very soon. Focus will be on trainings that will guarantee placements in the present day job market. For this,it becomes necessary to identify the demand for manpower sector-wise by conducting a market survey. More and extensive trainings will be imparted in fields such as carpentry, masonry, chef, housekeeping, driving, beautician, medical technician, tourism-allied services, para-military forces etc. Coaching for All India Services Examinations, NDA, Banking Services, Railway Recruitment will also be provided to eligible candidates. All employees engaged in the hotel industry, educational institutes and any other private or unorganized sector will be paid as per the Minimum Wages rate enforced by the State Labour Department .The employers should also ensure that only SSC/CoI holders are employed. Labour Employment Card/Work Permit will be issued to all employees working in the Private Sector for identification of the workforce. I would once again like to reiterate that transport syndicates and other transportation related trades can mandatorily be operated by SSC/CoI holders only. Requisite trainings through capacity building programmes will be imparted in this regard also. I call upon all the Sikkimese youth to avail of the facilities and become highly skilled in their respective fields so that our State becomes free from unemployment.
